During a discussion at the Munich Security Conference on February 14 in Munich, U.S. House Speaker Nancy Pelosi warned nations against doing business with Chinese telecom giant Huawei and called on other nations to work with the U.S. as the globe races to develop 5G networks.

佩洛西宣稱，中國正試圖通過其電信巨頭華為來“輸出其數(shù)字專制”, “讓中國主導(dǎo)5G將是選擇專制而非民主”。
她還聲稱，“各國不能為了經(jīng)濟利益而將電信基礎(chǔ)設(shè)施割讓給中國。” 并強調(diào)美國認為華為是國家安全威脅，并限制其與美國公司合作。
"Nations cannot cede our telecommunications infrastructure to China for financial expediency," Pelosi said, noting that the US recognizes Huawei as a national security threat and restricts its engagement with US companies.
對于佩洛西的此番言論，中國全國人大外事委員會副主任委員、前外交部副部長傅瑩當(dāng)場用英語進行了反駁。

傅瑩說，中國改革開放40年來，從西方國家引入了各種各樣的技術(shù)，期間保持著自己的政治體制，并未受到技術(shù)的威脅。
“技術(shù)是一種工具。中國改革開放40多年以來，引進了各種各樣的西方技術(shù)，微軟、IBM、亞馬遜，他們在中國都很活躍。我們的1G、2G、3G和4G，所有的相關(guān)技術(shù)都來自西方發(fā)達國家，然而中國的政治體制并未因此而改變。中國共產(chǎn)黨領(lǐng)導(dǎo)的政治體制取得了成功，沒有受到技術(shù)的威脅。”
"Technology is a tool," Fu Ying, former Chinese deputy foreign minister said. "China, since its reform started 40 years ago, has introduced all kinds of Western technologies — Microsoft, IBM, Amazon — they are all active in China. 1G, 2G, 3G, 4G — all the technology came from Western countries, from the developed world, and China has maintained its political system. The system led by the Communist Party has become successful, not threatened by these technologies."
緊接著，傅瑩話鋒一轉(zhuǎn)問佩洛西：“
可為什么如果把華為技術(shù)引入西方國家的5G，就會威脅政治制度呢？”
Fu challenged Pelosi by asking: “How, if Huawei's technology with 5G is introduced into Western countries, will it threaten the political system? “

您真的認為民主制度是如此脆弱，華為區(qū)區(qū)一家高科技公司就能威脅到它？”
"Do you really think the democratic system is so fragile that it could be threatened by this single hi-tech company, Huawei?"
傅瑩這番從容不迫、有理有據(jù)的提問，贏得了現(xiàn)場觀眾的一片掌聲。
Fu's words won a round of applause from the audience.
在此次慕尼黑安全會議前夕，德國《世界報》12日曾報道，德國執(zhí)政黨基民盟與其姐妹黨基社盟通過文件，不禁止中國華為公司參加德國5G網(wǎng)絡(luò)建設(shè)。
而近期，美國的“鐵桿盟友”英國和法國，也正式為華為參與本國5G網(wǎng)絡(luò)建設(shè)開了綠燈。
