10月31日，外交部發(fā)言人趙立堅(jiān)主持例行記者會(huì)。在回應(yīng)記者提問時(shí)趙立堅(jiān)指出，對(duì)外開放是中國的基本國策，“中國決不會(huì)走封閉僵化的老路。中國開放的大門只會(huì)越開越大（China will not tread the old path of isolation and rigidity and will only open its door even wider to the outside world.）。我們將以高質(zhì)量發(fā)展和高水平開放為全球經(jīng)濟(jì)復(fù)蘇和增長(zhǎng)提供可持續(xù)動(dòng)力。”

當(dāng)天，有記者提問：近日，中國歐盟商會(huì)主席伍德克稱，中國的發(fā)展與全球化密切相關(guān)，中國已深深嵌入多國市場(chǎng)，西方很難對(duì)華“脫鉤”。但他同時(shí)也表示，中國某種程度上正在關(guān)閉對(duì)外開放的大門。發(fā)言人對(duì)此有何評(píng)論？



對(duì)此，趙立堅(jiān)回應(yīng)表示：
 
對(duì)外開放是中國的基本國策。黨的二十大報(bào)告明確宣示推進(jìn)高水平對(duì)外開放，指出要提升貿(mào)易投資合作質(zhì)量和水平，穩(wěn)步擴(kuò)大規(guī)則、規(guī)制、管理、標(biāo)準(zhǔn)等制度型開放，營造市場(chǎng)化、法治化、國際化一流營商環(huán)境。這充分彰顯了中國高水平對(duì)外開放的決心，為進(jìn)一步提升開放水平指明了方向。

Opening-up is China’s fundamental national policy. The report to the 20th National Congress of the Communist Party of China announced that we will promote high-standard opening-up and pointed out that we will improve the level and quality of trade and investment cooperation, steadily expand institutional opening-up with regard to rules, regulations, management, and standards, and foster a world-class business environment that is market-oriented, law-based, and internationalized. This fully demonstrates China’s resolve to advance a high-level opening-up and charts the course for wider openness.

Not long ago, China launched 15 policy measures for expanding foreign investment inflow and stabilizing the scale of foreign investment and released the 2022 edition of Catalogue of Industries Encouraged for Foreign Investment. The catalogue stresses that we will continue to boost foreign investment in industries including advanced manufacturing and modern services and competitive industries in central, western and northeastern regions. These measures will further boost foreign investors’ confidence and elevate China’s opening-up. China will not tread the old path of isolation and rigidity and will only open its door even wider to the outside world.
