綜合新華社、環(huán)球時(shí)報(bào)報(bào)道，近日，美國、英國和澳大利亞三國政府無視國際社會(huì)的強(qiáng)烈反對(duì)，打著“防御中國”的旗號(hào)，宣布將由美國向澳大利亞出售核潛艇，并會(huì)向該國轉(zhuǎn)讓大量武器級(jí)的高濃鈾。

就此，澳大利亞前總理保羅·基廷（Paul Keating）15日抨擊澳政府稱，澳美英核潛艇合作是澳工黨政府百年來（第一次世界大戰(zhàn)以來）“最糟糕的國際決定”， 這一決定不利于澳大利亞自身利益也不利于地區(qū)安全。

Former Australian Prime Minister Paul Keating said in a National Press Club event last Wednesday that the AUKUS pact with the US and the UK was the “worst international decision” by an Australian Labor government since World War I.

 

 

當(dāng)天，基廷出席了澳全國記者協(xié)會(huì)（National Press Club of Australia）的一場活動(dòng)。他毫不留情的批評(píng)了澳大利亞政府、美國以及英國政府通過煽動(dòng)“中國威脅論”搞核潛艇的做法。

基廷表示，澳大利亞輿論場上充斥著的那些宣稱中國正在威脅澳大利亞安全的說法，都是歪曲事實(shí)的謊言。他表示，中國不論是在公開場合還是私下都沒有表示過會(huì)威脅澳大利亞的安全。

當(dāng)記者問他為何如此篤定，基廷嘲諷的答道：“因?yàn)槲矣心X子，我能思考。（Because I got a brain. And I can think.）”

他認(rèn)為，那些認(rèn)為中國要么威脅到了澳大利亞，要么即將威脅澳大利亞的言論是扭曲（distortion）、不真實(shí)的（untrue）。“中國從來沒有暗示過會(huì)威脅我們，更沒明確說過威脅我們的話。”

“This is a distortion and it's untrue. The Chinese have never implied that they would threaten us or said it explicitly.”

在這場活動(dòng)中，基廷還談到了為什么美國要處處打壓中國，而且還要拉著其他國家一起打壓中國。他認(rèn)為，這是因?yàn)橹袊诿绹壑蟹赶铝艘粋€(gè)“國際大罪”，“這個(gè)‘罪’就是中國的經(jīng)濟(jì)發(fā)展”。↓

“在美國看來，中國犯了一個(gè)國際主義的大罪。什么罪呢？那就是中國把經(jīng)濟(jì)發(fā)展到了與美國一樣大的體量，這就是中國的‘罪’，”他說。

“China has committed, in the eyes of the United States, the great sin of internationalism. And what is that sin? To develop an economy as big as the United States. That’s the sin,” he said.

他說，中國的經(jīng)濟(jì)已發(fā)展到與美國相當(dāng)?shù)囊?guī)模，沒按美國設(shè)想的“劇本”發(fā)展。美國更樂于讓世界上 20% 的人口處于貧困之中，而不希望他們的經(jīng)濟(jì)有發(fā)展。所以美國要處處“針對(duì)中國”。

“美國永遠(yuǎn)不會(huì)寬容或接受一個(gè)與它們一樣大的國家。但這就是中國所呈現(xiàn)的。他們本來希望（中國）——占全球人口20%的人類——永遠(yuǎn)陷于貧困。但事實(shí)時(shí)，現(xiàn)在中國已經(jīng)是一個(gè)比美國還大20%的工業(yè)經(jīng)濟(jì)體。結(jié)果他們（美國人）就說，等等，劇本不是這么寫的啊，劇本里沒有這段啊，這太侮辱人了。”

Keating said the “great sin” China had committed in the eyes of the west was developing its economy to equal the size of the US, suggesting the Americans “would have preferred” 20% of the world population remains in poverty.

“The Americans will never condone or accept a state as large as them. And that’s what China presents. They would have preferred that China - 20 per cent of humanity - remained in poverty forever. But the fact that China is now an industrial economy larger than the United States, 20% larger… They say’ hang on, this is not in the playbook. This is not in not in the playbook. What an affront.”

基廷表示，“這就是其（澳美英核潛艇合作）真正目的——維護(hù)美國在亞洲的戰(zhàn)略霸權(quán)。” 盡管“這是一個(gè)在亞洲本地區(qū)內(nèi)沒有土地的國家……亞洲沒有美國。（亞洲）距離加州海岸橫跨太平洋有1萬公里。盡管他們（美國）不是亞洲大國，但卻聲稱自己是，并希望成為亞洲的主要戰(zhàn)略大國。

 

“This is what this is about, it’s about the maintenance of the U.S. strategic hegemony in Asia. This is a country which has no land in the metropolitan zone of Asia…There’s no U.S. in Asia. It’s 10,000 kilometers across the Pacific to the coast of California. So they’re not a metropolitan Asian power but they claim to be and wish to be the primary strategic power in Asia. ”

據(jù)新華社報(bào)道，基廷還在一份書面聲明中說，現(xiàn)在的澳工黨政府為了“盎格魯世界”的安全問題而無視亞洲的安全問題（a contemporary Labor government is shunning security in Asia for security in and within the Anglosphere.）。

 

在未來50年，澳大利亞將自己鎖定為大西洋國家美國在亞洲的附庸。澳大利亞歷史上就曾出現(xiàn)過這樣的情況——自身的國際利益被盟友的利益所裹挾，外交政策被國防政策所取代。

 

"Australia is locking in its next half century in Asia as subordinate to the United States, an Atlantic power. We have been here before: Australia’s international interests subsumed by those of our allies. Defence policy substituting for foreign policy."

基廷指出，澳美英核潛艇合作的結(jié)果就是，澳大利亞花費(fèi)巨大給美英兩國的防務(wù)企業(yè)送去支持?；ㄙM(fèi)數(shù)千億澳元造核潛艇去遏制中國，對(duì)任何一方都沒好處（little  benefit to anybody）。

The result is that through AUKUS, Australia is providing expensive support to the UK and US defence companies.
