The video was taken in Taiyuan, capital city of North China's Shanxi Province. The traffic officer wanted to draw public attention to difficulties faced by visually impaired people with the video.

視頻中可以看到，莉姐戴上眼罩，手牽一只導(dǎo)盲犬欲乘坐一輛公交車。不過剛上車后卻被告知不能帶狗上車，無論是否是導(dǎo)盲犬。視頻中有一些乘客出言不遜，指責(zé)莉姐耽誤時間。導(dǎo)盲犬則顯得很難過。
As shown in the video, wearing a gauze blindfold, the officer wasn't allowed on the bus with the guide dog, and was told no dogs are allowed whether they're guide dogs or not. Some passengers also scolded the officer for making a scene and wasting their time, while the dog appeared very distressed.
導(dǎo)盲犬“淘寶”的主人高志鵬是全盲視力障礙人士，他在周一接受澎湃新聞采訪時表示，7年來經(jīng)常會碰到這樣拒載的情況，導(dǎo)盲犬也會隨之情緒低落。
The guide dog's owner Gao Zhipeng, who is visually impaired, told media Monday that this has been happening almost every day since he brought Taobao home in 2014, and it is the same when catching a cab. And each time they were refused, Taobao would sink into depression for days.

據(jù)澎湃新聞報道，莉姐是山西省公安廳交警總隊新聞中心的一位工作人員。她表示此次行為與她供職的單位無關(guān)，完全是個人公益行為。與莉姐一同行動的高志鵬回憶，事發(fā)當(dāng)天，他攜帶了殘疾人證明和導(dǎo)盲犬工作證。由于莉姐要親自體驗，遂先行上車。莉姐與司機發(fā)生爭執(zhí)時，高志鵬表示，他及時向司機出示了證件，并向司機解釋了情況，但司機并不接受。
相關(guān)視頻很快在微博上引發(fā)關(guān)注，兩則話題的瀏覽量均超過7億。網(wǎng)友呼吁公眾理解導(dǎo)盲犬工作，呼吁關(guān)注視覺障礙人士出行難題。

據(jù)澎湃新聞介紹，根據(jù)國務(wù)院頒發(fā)的《無障礙環(huán)境建設(shè)條例》第16條明確提出：“視力殘疾人攜帶導(dǎo)盲犬出入公共場所，應(yīng)當(dāng)遵守國家有關(guān)規(guī)定，公共場所的工作人員應(yīng)當(dāng)按照國家有關(guān)規(guī)定提供無障礙服務(wù)”。作為事發(fā)地山西，《山西省城市公共客運條例》第四章三十二條第（五）項明確規(guī)定，禁止攜帶動物乘車，但導(dǎo)盲犬除外。
高志鵬接受澎湃新聞參訪時表示，事發(fā)時的619路公交車，他乘坐過多次，很多司機都和導(dǎo)盲犬“淘寶”建立了感情。有的態(tài)度好的司機會和“淘寶”打招呼，甚至摸頭，也會和車上的乘客解釋，導(dǎo)盲犬不會咬人，請好心的乘客為這位盲人讓座，但也有部分司機態(tài)度惡劣，以擾亂司機開車為由，拒絕其上車。
27日中午，山西省太原公共交通控股（集團）有限公司宣傳部吳姓部長回應(yīng)澎湃新聞稱，對于該司機，會被扣罰一定工資，此外會加大員工培訓(xùn)力度。28日，導(dǎo)盲犬主人回應(yīng)：公交公司已道歉，并邀其一起參加國際導(dǎo)盲犬日活動。

然而，比起視覺障礙人士日常出門遇到的困難，導(dǎo)盲犬“淘寶”被拒絕上公交僅是冰山一角。

據(jù)CGTN報道，今年4月29日（每年4月最后一個周三）是國際導(dǎo)盲犬日，設(shè)立這一日子旨在告知大家導(dǎo)盲犬對于視覺障礙人士生活的重要性。
April 29 marks the International Guide Dog Day, which honors the importance of guide dogs in the lives of visually impaired people.
2006年，中國首個導(dǎo)盲犬培訓(xùn)基地在遼寧大連成立?；貫楣哺＠麢C構(gòu)，所有在此訓(xùn)練的導(dǎo)盲犬都將免費交付視覺障礙人士使用。
China's first guide dog training base was established in Dalian City, northeast China's Liaoning Province in 2006. The training base is a public welfare institution, and all the guide dogs trained here will be given to visually impaired people for free.
基地的訓(xùn)練員梁佳表示，我國目前僅有不足200只導(dǎo)盲犬，然而視覺障礙人士數(shù)量約有1700萬人。每年都有成千上萬人申請導(dǎo)盲犬，但是需要等候很長時間才能交付。
According to Liang Jia, a trainer from the base, China has less than 200 guide dogs. However, the number of visually impaired people in the country is around 17 million. Every year, tens of thousands of people apply for a guide dog and have to wait for a very long time to get one.
導(dǎo)盲犬都是經(jīng)過嚴(yán)格訓(xùn)練的，可以幫助視覺障礙人士尋找地點、避開障礙以及使用公共交通。在訓(xùn)練過程中，大約60%-70%的導(dǎo)盲犬無法通過測試而被淘汰。每只成功訓(xùn)練出的導(dǎo)盲犬平均要花費15萬元，可以工作8-10年。
Guide dogs are trained strictly to help visually impaired people find locations, avoid obstacles, and use public transport. During the training process, around 60 to 70 percent of the dogs can't pass the tests, according to data released by the training base in Dalian. It costs an average of 150,000 yuan to successfully train a guide dog, and each can work for eight-10 years.
而這些嚴(yán)格的訓(xùn)練及測試過程，都是為了確保每只導(dǎo)盲犬都有資格成為視覺障礙人士值得信賴的伴侶。
