針對(duì)最近有客戶在網(wǎng)絡(luò)上公開投訴個(gè)人交易流水信息被泄露一事，中信銀行于7日給出了回應(yīng)。

China Citic Bank reacted to its consumer privacy scandal on Thursday after a talk show host questioned the bank's legitimacy of providing personal bank statements to a third-party.

5月6日下午，脫口秀演員王越池（藝名“池子”）在微博上發(fā)文，表示自己在處理與笑果文化公司的糾紛時(shí)收到不少文件，其中很意外的包括他在中信銀行的個(gè)人賬戶交易明細(xì)。

Wang Yuechi, commonly called Chizi on a popular online talk show, resorted to his Weibo to publicize his grudge against the media company and criticized Citic Bank's wrongdoings. In his latest Weibo update, Chizi said he has been involved in lawsuits with his former company due to salary disputes and, to his surprise, he even received a copy of his personal bank account statements among the files sent by the company.



“池子”在微博中寫道：“你也沒有我的身份證，你也沒有我的銀行卡， 你也沒有司法機(jī)關(guān)的調(diào)查令，笑果文化竟然能從中信銀行拿到我近兩年的流水還打印出來，你為什么不干脆把余額全取出來拿走呢？之后我們打電話給中信銀行，中信銀行說這是配合大客戶的要求。”

"You have neither my ID card, nor my debit card, and not even a search warrant by any legal authority, how could you illegally obtain my bank statements of the past two years and print it out?" he wrote. "Later, I called Citic Bank, who told me they did this to meet their VIP client's requirement."

“池子”認(rèn)為，中信銀行在未得到他許可的情況下將信息透露給第三方，是侵犯隱私。他在微博中表示已經(jīng)向公安局報(bào)案，并向銀保監(jiān)會(huì)等機(jī)構(gòu)投訴。同時(shí)，也希望能給廣大網(wǎng)友提個(gè)醒。

The comedian then expressed his concerns of bank users' privacy. Chizi said he had called the police and reported the case to the banking and insurance regulatory commissions, hoping to sound an alarm for the public.

周四凌晨，中信銀行官方微博發(fā)布致歉信表示：經(jīng)核實(shí)，近期上海笑果文化傳媒有限公司聯(lián)系開戶支行，要求查詢其為員工王越池先生支付勞務(wù)工資記錄時(shí)，我行員工未嚴(yán)格按規(guī)定辦理，提供了王先生的收款記錄。

The bank apologized on their Weibo account on Thursday acknowledging that the Shanghai Xiaoguo media company requested their bank clerk to check the salary record of its employee Wang Yuechi. Without strictly following the bank's regulations, the staff member handed Wang's account statements to the media company, ignoring the fact that personal data is a privacy protected, accessible only to the owner himself. 


 
“我行已按制度規(guī)定對(duì)相關(guān)員工予以處分，并對(duì)支行行長(zhǎng)予以撤職。”

"We have punished the related staff according to our disciplinary rules," wrote the notice. "The branch manager was also removed from the post."

據(jù)新華社報(bào)道，根據(jù)《中華人民共和國(guó)商業(yè)銀行法》第二十九條規(guī)定，商業(yè)銀行辦理個(gè)人儲(chǔ)蓄存款業(yè)務(wù)，應(yīng)當(dāng)遵循存款自愿、取款自由、存款有息、為存款人保密的原則。對(duì)個(gè)人儲(chǔ)蓄存款，商業(yè)銀行有權(quán)拒絕任何單位或者個(gè)人查詢、凍結(jié)、扣劃，但法律另有規(guī)定的除外。

面對(duì)中信銀行的道歉信，有些網(wǎng)友并不認(rèn)可：






據(jù)新華社報(bào)道，協(xié)力律師事務(wù)所資深顧問江翔宇認(rèn)為，中信銀行此舉涉嫌違反商業(yè)銀行法及個(gè)人信息保護(hù)的相關(guān)法規(guī)。江翔宇表示，金融行業(yè)因?yàn)樯婕皞€(gè)人的資產(chǎn)安全，因此金融機(jī)構(gòu)的保密義務(wù)相對(duì)于其他行業(yè)會(huì)更高，金融監(jiān)管部門亦一直將保密義務(wù)作為金融監(jiān)管的重點(diǎn)。就在前不久，銀保監(jiān)會(huì)有關(guān)負(fù)責(zé)人表示，銀保監(jiān)會(huì)始終對(duì)侵害金融消費(fèi)者權(quán)益、損害客戶信息安全的行為持零容忍態(tài)度。

5月9日，中國(guó)銀行保險(xiǎn)監(jiān)督管理委員會(huì)網(wǎng)站發(fā)布通告：對(duì)中信銀行，將按照相關(guān)法律法規(guī)，啟動(dòng)立案調(diào)查程序，嚴(yán)格依法依規(guī)進(jìn)行查處。
