"If a city or state refuses to take the actions necessary to defend the life and property of their residents, then I will deploy the United States military and quickly solve the problem for them," Trump said at the White House Rose Garden.

At one time during his speech, Trump said he might invoke the rarely-used Insurrection Act of 1807, which authorizes the president to unilaterally deploy military forces on domestic soil for law enforcement purposes.

The Hennepin County Medical Examiner, in its report also released Monday, said that the cause of death is "cardiopulmonary arrest complicating law enforcement subdual, restraint, and neck compression." The Hennepin County Medical Examiner concluded his death was a homicide.

The independent autopsy says Floyd died of "asphyxiation from sustained pressure" when his neck and back were compressed by Minneapolis police officers during his arrest last week. The pressure cut off blood flow to his brain, that autopsy determined.

Dr. Michael Baden, one of the independent medical examiners, said "there is no other health issue that could cause or contribute to the death."

The medical examiner made no mention of asphyxiation. The Hennepin County release says heart disease was an issue; the independent examiner didn't find that.

That report said that it was the "combined effect of Floyd being restrained by the police, his underlying health conditions, and any potential intoxicants in his system likely contributed to his death."

Baden said Floyd was in good health before his death and said the video of his death showed the compression of his neck and back very clearly. "When he said 'I can't breathe,' unfortunately, many police are under impression that if you can talk that means you're breathing. That is not true," he said during the news conference.
