據(jù)《環(huán)球時(shí)報(bào)》報(bào)道，美國(guó)軍控問(wèn)題特別代表馬歇爾·比林斯利在他的個(gè)人社交賬號(hào)上發(fā)布了一張?jiān)谡勁凶郎蠑[著中國(guó)旗子的照片，同時(shí)聲稱“中國(guó)失約”。

中國(guó)外交部軍控司司長(zhǎng)傅聰就直接在比林斯利的這則推文下留言說(shuō)：

“太怪異了！沒(méi)有經(jīng)過(guò)中國(guó)的同意就把中國(guó)的國(guó)旗放到談判桌上……祝你們談判好運(yùn)！但是很好奇你們得有多低級(jí)啊？”

The director general of the arms control department at China's Foreign Ministry, Fu Cong, responded: "What an odd scene! Displaying Chinese National Flags on a negotiating table without China's consent! Good luck on the extension of the New START! Wonder how LOW you can go?"

6月23日，外交部發(fā)言人趙立堅(jiān)主持例行記者會(huì)，有記者就“中國(guó)國(guó)旗出現(xiàn)在美俄軍控對(duì)話會(huì)談判桌上”這一問(wèn)題提問(wèn)。趙立堅(jiān)表示：希望美方個(gè)別人能做好家庭作業(yè)，加強(qiáng)自身文化修養(yǎng)。不要貽笑大方，讓人笑掉大牙！”

此前，比林斯利就曾在推特上聲稱要中方重新考慮無(wú)意參加“中美俄三邊軍控談判”的決定。對(duì)此，外交部發(fā)言人華春瑩于11日的發(fā)布會(huì)上表示：
 
“中方已經(jīng)多次闡明立場(chǎng)。中方無(wú)意參加所謂的中美俄三邊軍控談判，這一立場(chǎng)是明確和一貫的。”

“We made clear our position on multiple occasions. China has no intention to take part in the so-called China-U.S.-Russia trilateral arms control negotiations. This position is clear and consistent.”

“眾所周知，中國(guó)的核力量與美俄不在一個(gè)量級(jí)，中國(guó)參加核裁軍談判的時(shí)機(jī)遠(yuǎn)未成熟。擁有最大核武庫(kù)的國(guó)家對(duì)核裁軍負(fù)有特殊、優(yōu)先責(zé)任。當(dāng)前形勢(shì)下，美方應(yīng)積極回應(yīng)俄方對(duì)《關(guān)于進(jìn)一步削減和限制進(jìn)攻性戰(zhàn)略武器措施的條約》的呼吁，并在此基礎(chǔ)上進(jìn)一步大幅削減核武器，為其他核武器國(guó)家參加多邊核裁軍談判創(chuàng)造條件。”

“As is known to all, China's nuclear power is not on the same order of magnitude as that of the US and Russia. It is not yet the right timing for China to participate in nuclear disarmament talks. Owners of the largest nuclear arsenals have special and primary responsibilities in nuclear disarmament. Considering the current circumstances, the US should respond positively to Russia's call on extending the New START and further drastically reduce its nuclear arms stockpile, creating conditions for other nuclear-weapon states to join in multilateral nuclear disarmament talks.”

The truth is, China has been actively calling on the Conference on Disarmament and the mechanism of the five nuclear-weapon states for substantive steps to reduce risks of a nuclear war and uphold global strategic stability. It is the US who has been obstructing these efforts and walking further down the wrong path of being a quitter.”
