After days of whiplash over the future of TikTok, U.S. President Donald Trump said he would allow an American company to acquire the short-form video app — with a catch.

但是,特朗普后面還有話:要錢(qián)!
 


特朗普:美國(guó)財(cái)政部要收一筆傭金

在8月3日的發(fā)布會(huì)上,特朗普稱除非達(dá)成出售在美國(guó)業(yè)務(wù)的協(xié)議,否則TikTok將在9月15日之前被強(qiáng)制關(guān)閉其在美國(guó)的業(yè)務(wù)。

Trump on Monday set September 15 as the deadline for TikTok to find a US buyer, failing which he said he will shut down the app in the country.

如此“強(qiáng)買(mǎi)強(qiáng)賣(mài)”,特朗普卻還強(qiáng)詞奪理,要“回扣”:

“這個(gè)價(jià)格中有相當(dāng)大一部分錢(qián)要進(jìn)入美國(guó)財(cái)政部,因?yàn)槭俏覀冏尳灰壮蔀榭赡堋?rdquo;他用“房東和租客”的關(guān)系進(jìn)行類比,聲稱“如果沒(méi)有租約,租客就一無(wú)所有。所以他們要支付一筆傭金,或付出一些東西”。

"A very substantial portion of that price is going to have to come into the treasury of the United States," Trump said of the potential TikTok sale. "The United States should be reimbursed or paid because without the United States they don’t have anything." The president added: "It’s a little bit like the landlord-tenant. Without a lease, the tenant has nothing. So they pay what’s called key money or they pay something."

特朗普稱,“我不在乎是微軟買(mǎi)或是誰(shuí)買(mǎi),要是一家大公司,一家安全的公司,一家很美國(guó)的公司買(mǎi)下來(lái)就行,而且與其收購(gòu)30%的股份,不如全部收購(gòu),這樣更容易。”

"I don't mind whether it's Microsoft or somebody else — a big company, a secure company, a very American company — buys it," Trump said Monday. "It's probably easier to buy the whole thing than to buy 30 percent of it."

據(jù)央視新聞報(bào)道,微軟在其博客中表示,其目標(biāo)是不遲于9月15日完成TikTok在美國(guó)以及加拿大、澳大利亞和新西蘭的所有業(yè)務(wù)的交易。但據(jù)知情人士說(shuō),這可能難以實(shí)現(xiàn),目前,該交易的關(guān)鍵細(xì)節(jié)(包括價(jià)格)仍未解決。

我外交部:美方務(wù)必不要打開(kāi)“潘多拉盒子”

8月4日,在外交部例行記者會(huì)上,有記者提問(wèn):3日,美國(guó)總統(tǒng)特朗普稱,如果TikTok在美業(yè)務(wù)未能在9月15日之前出售給美國(guó)公司,此業(yè)務(wù)將被關(guān)閉。中方對(duì)此有何評(píng)論?

外交部發(fā)言人汪文斌表示:“一段時(shí)間以來(lái),美方在拿不出任何證據(jù)的情況下,泛化國(guó)家安全概念,濫用國(guó)家力量,無(wú)理打壓特定的非美國(guó)企業(yè),這違背市場(chǎng)經(jīng)濟(jì)原則,也違反世貿(mào)組織開(kāi)放、透明、非歧視原則,是赤裸裸的霸凌行徑,中方對(duì)此堅(jiān)決反對(duì)。我們注意到,美國(guó)國(guó)內(nèi)和國(guó)際社會(huì)對(duì)此也有很多批評(píng)和質(zhì)疑的聲音。”

"For a while, without providing any evidence, the US has stretched the concept of national security and abused its state power to bring down certain non-US enterprises. Such practice goes against market economy rules and the WTO principles of openness, transparency and non-discrimination. It is a blatant act of bullying, to which China firmly opposes. We have noticed that it has also drawn a flurry of criticisms and doubts in the US and from the international community."

“美方把所謂的國(guó)家安全作為打壓有關(guān)企業(yè)的理由,這根本站不住腳,不過(guò)是為自己尋找借口而已。有關(guān)企業(yè)按照市場(chǎng)原則和國(guó)際規(guī)則在美開(kāi)展商業(yè)活動(dòng),遵守美國(guó)法律法規(guī),但美方卻以“莫須有”的罪名進(jìn)行設(shè)限打壓,這完全是政治操弄。事實(shí)上,美方動(dòng)用國(guó)家機(jī)器打壓他國(guó)企業(yè)的行為屢見(jiàn)不鮮,日本的東芝、法國(guó)的阿爾斯通等公司都曾遭受過(guò)美方的蠻橫打壓。美方標(biāo)榜的所謂公平競(jìng)爭(zhēng)的虛偽性暴露無(wú)遺,嚴(yán)重?fù)p害美國(guó)的國(guó)家信譽(yù)和形象。如果按照美方的這種錯(cuò)誤做法,那么任何一個(gè)國(guó)家都可以以國(guó)家安全為由,對(duì)任何一家美國(guó)企業(yè)采取類似的舉措。美方務(wù)必不要打開(kāi)‘潘多拉盒子’,否則將自食其果。”

"The US cited national security as the grounds for its oppression of relevant businesses, but this turns out to be a flimsy excuse they made. Relevant companies do business in the US in accordance with market principles and international rules, and abide by US laws and regulations. However, the US side imposes restrictions and oppresses them on the pretext of trumped-up charges, which is nothing but political manipulation. In fact, it is nothing new for the US to use its state machine to suppress foreign companies, which Toshiba and Alstom both fell prey to. The hypocrisy of the so-called fair competition touted by the US has been laid bare, seriously damaging its national credibility and image. If the US goes like this way, then any country can take similar measures against any US company on the grounds of national security. The US must not open Pandora's box, or it will suffer the consequences. "

“我們呼吁美方認(rèn)真傾聽(tīng)本國(guó)和國(guó)際社會(huì)的理性聲音,不要將經(jīng)濟(jì)問(wèn)題政治化,為各國(guó)市場(chǎng)主體在美投資經(jīng)營(yíng)提供開(kāi)放、公平、公正、非歧視的投資和營(yíng)商環(huán)境,多做有利于全球經(jīng)濟(jì)發(fā)展的事情。”

"We call on the US side to heed the rational voice from at home and the international community, refrain from politicizing economic issues, provide an open, fair, just and non-discriminatory business environment for market players from other countries to invest and operate in the US, and do more that is conducive to global economic development."

TikTok:考慮重新設(shè)立TikTok總部

有英國(guó)媒體報(bào)道,TikTok母公司字節(jié)跳動(dòng)表示,考慮將TikTok的國(guó)際總部搬到倫敦。

Chinese tech company ByteDance said on Monday it was considering moving the headquarters of its TikTok video sharing platform overseas, following a British media report that the unit could relocate to London.


 

字節(jié)跳動(dòng)的發(fā)言人則表示,字節(jié)跳動(dòng)始終致力于成為全球公司,考慮在美國(guó)之外的主要市場(chǎng),重新設(shè)立TikTok總部,以更好地服務(wù)全球用戶。

Asked about the report, a spokesperson for ByteDance said an international move for TikTok was under consideration. "ByteDance is committed to being a global company. In light of the current situation, ByteDance has been evaluating the possibility of establishing TikTok’s headquarters outside of the U.S., to better serve our global users," the spokesperson said.
 


字節(jié)跳動(dòng)CEO張一鳴于3日發(fā)布公開(kāi)信,回顧了TikTok在北美的遭遇,稱不放棄探索任何可能性。

Britain’s government said earlier on Monday that the location of TikTok’s headquarters was a commercial decision for the company.
