9月8日,一篇名為《外賣騎手,困在系統(tǒng)里》的文章迅速刷屏,外賣員這一行業(yè)再次成為了公眾關(guān)注的焦點。
在采訪了不少外賣員后,該文章作者列出了外賣員面臨的種種難題,并給出了“外賣騎手困在系統(tǒng)”中這一結(jié)論。
The food deliveryman is trapped in his app. An article with this headline is viral on social networking sites since Tuesday. The author arrived at this conclusion after interviewing dozens of fast food delivery guys.
文章指出,公司為外賣人員設(shè)定了非常緊張的配送時間,這也是外賣人員為了趕時間頻繁出現(xiàn)事故的原因,比如兩公里的配送距離,卻僅有30分鐘的時間。在這段時間里,外賣員要趕往餐館、取餐并最終送達用戶手中。
It says companies set a very tight schedule on food delivery guys, the reason why they meet with so many accidents as they rush to deliver within the deadline. The deadline for delivering food within 2 kilometers is 30 minutes. Within that time, the delivery guy has to ride to the restaurant, pick up the food and then deliver it to the one who ordered it.
送餐延遲則意味著要扣錢,所以會有外賣人員加速行駛,鋌而走險違反交通規(guī)則,置自己與他人的生命安全于不顧。
Delay could mean deduction in pay, the reason delivery guys rev it up, often breaking traffic rules and putting lives, including their own, at risk.
還有外賣員展示了自己的導(dǎo)航地圖,其中的路線就包括逆行、斜穿馬路等違章情況。
另有外賣員提出了諸如“客戶端和騎手端的送達時間不一致”、“用戶提出額外需求”、“公司開展不合理的服務(wù)行動”、“事故后獲賠不順利”等問題。

9月9日凌晨,外賣服務(wù)巨頭餓了么率先做出回應(yīng),稱將很快發(fā)布新功能:在結(jié)算付款的時候增加一個 “我愿意多等5分鐘/10分鐘”的小按鈕,多給騎手一些時間,用戶可能會得到一些小禮物回饋。
On Wednesday, fast food delivery giant ele.me said they will add a button on their app, allowing customers to prolong the time limit for their order; in return they could get some small gifts. It also asked customers to show respect for the delivery guys who labor hard to get them their food and to be patient with their orders.
此外,餓了么還表示會對歷史信用好、服務(wù)好的騎手提供獎勵機制;個別訂單超時也不用承擔責(zé)任。
然而,餓了么該條微博的評論區(qū)卻成了大型翻車現(xiàn)場,不少人認為這一功能“治標不治本”。網(wǎng)友認為,是平臺為騎手設(shè)立了嚴苛的時間線,從而擊敗競爭對手獲取市場份額,也是平臺迫使騎手在短時間內(nèi)接更多的外賣單。從餓了么的改進辦法中,騎手本身的生存狀態(tài)沒有顯著改善,且將矛盾轉(zhuǎn)嫁給消費者不合理。
However, the problem delivery guys face isn't so much from customers. It is the companies that set a tight schedule within which to deliver goods so as to grab a larger market share than their competitors. It is the companies that force delivery guys to take up more orders within a short time. By adding a "prolong time" button, the company is just passing the responsibility on to customers.
據(jù)澎湃新聞報道,9月9日下午,上海市消保委通報線上生鮮平臺消費評價情況,上海市消保委副秘書長唐健盛分析認為:餓了么的聲明實際上在邏輯上是有問題的。其稱,外賣騎手的關(guān)系,是與企業(yè)的關(guān)系,外賣騎手相關(guān)的這些規(guī)則也是企業(yè)來定,即平臺定。消費者在平臺下單,商業(yè)行為也是針對平臺產(chǎn)生。“因此在這種情況下,你拿外賣騎手的過錯,他的違規(guī),他的撞人,他的闖紅燈,讓消費者去承擔下來,這顯然是有違基本邏輯的。”

當天晚間,另一外賣巨頭美團也發(fā)布聲明表示“沒做好就是沒做好,沒有借口”,將會給騎手留出8分鐘彈性時間,增強配送安全技術(shù)團隊,重點研究技術(shù)和算法如何保障安全。
中國人民大學(xué)公共管理學(xué)院教授馬亮在央視《新聞1+1》中表示,餓了么和美團的表態(tài),“
是有一種危機公關(guān)的倉促感,但是實際上沒有很好的正視問題,認識到自己企業(yè)本身存在的這樣一些問題,所以這樣的搪塞很多消費者是不買單的。但問題核心不是消費者造成的,本質(zhì)上是企業(yè)在算法設(shè)計上的問題,同時對員工關(guān)懷方面也出了問題。”

面對當今外賣行業(yè)的情況,馬亮建議:“相關(guān)政府部門需采取觸發(fā)式監(jiān)管,并要有底線意識,一旦企業(yè)相關(guān)行為觸犯了相關(guān)底線,政府部門就應(yīng)該出手,而且出手時一定要有效果。如今消費至上、消費者是上帝,消費者如何做好和扮演好上帝的角色,在這個過程中讓科技向善是非常重要的問題。”
