3月23日，外交部發(fā)言人華春瑩主持例行記者會(huì)。有記者提問：22日歐盟、英國(guó)、加拿大分別以所謂新疆人權(quán)問題為借口宣布對(duì)有關(guān)個(gè)人及實(shí)體實(shí)施單邊制裁。同日，美國(guó)宣布制裁中方兩名新疆政府官員，聲稱是對(duì)歐、英、加制裁措施的補(bǔ)充。美、英、加三國(guó)外長(zhǎng)發(fā)表聯(lián)合聲明，向各方施壓，請(qǐng)問中方對(duì)此有何回應(yīng)？

華春瑩：

美、加、英和歐盟基于謊言和虛假信息以人權(quán)為由對(duì)中國(guó)新疆有關(guān)人員和機(jī)構(gòu)實(shí)施制裁，中方予以強(qiáng)烈譴責(zé)。中國(guó)外交部負(fù)責(zé)人已分別召見歐盟、英國(guó)駐華大使，提出嚴(yán)正交涉。昨晚中方已第一時(shí)間表明嚴(yán)正立場(chǎng)并宣布對(duì)歐方有關(guān)機(jī)構(gòu)和人員實(shí)施制裁。中方也已向美方和加方提出嚴(yán)正交涉。

China strongly condemns the imposition of sanctions by the US, Canada, the UK and the EU on individuals and entities in Xinjiang under the pretext of human rights. This move is based on nothing but lies and disinformation. The Chinese Foreign Ministry has summoned ambassadors of the EU and the UK respectively to lodge solemn representations. Last night, at the earliest time possible, China stated its solemn position and announced sanctions against relevant individuals and entities on the European side. China has also lodged solemn representations with the US and Canadian side.

40年來，新疆維吾爾族人口從550萬增長(zhǎng)到了1280萬，人均壽命從30歲提高到了72歲，包括維吾爾族在內(nèi)的新疆各族民眾依法享有中國(guó)憲法和法律賦予的各項(xiàng)權(quán)利。中國(guó)新疆地區(qū)各族人民享有穩(wěn)定、安全、發(fā)展、進(jìn)步，這是最為成功的人權(quán)故事之一。

Over the past 40 years, the population of the Uyghur ethnic group in Xinjiang has increased from 5.5 million to 12.8 million, and the average life expectancy has increased from 30 to 72 years. People of all ethnic groups in Xinjiang, including the Uyghurs, enjoy each and every constitutional and lawful right. The fact that Xinjiang residents of various ethnic groups enjoy stability, security, development and progress, makes it one of the most successful human rights stories.

但是，美、英、加、歐盟的一些政客顯然不愿意承認(rèn)這一事實(shí)。他們對(duì)一些反華政客和所謂學(xué)者惡意捏造所謂“證據(jù)”如獲至寶，全然無視那些拼湊的所謂“事實(shí)”完全基于虛假的所謂“內(nèi)部文件”、“受害人陳述”和來源不明的信息，甚至對(duì)中國(guó)官方文件和數(shù)據(jù)斷章取義和歪曲篡改。這些只能證明，他們關(guān)心的根本不是什么人權(quán)，在乎的根本不是什么真相。他們不愿意看到中國(guó)的成功、發(fā)展，不愿意看到中國(guó)人民過上越來越好的生活，于是打著人權(quán)的幌子以各種借口干涉中國(guó)內(nèi)政，企圖遏制中國(guó)發(fā)展。他們的所作所為，是對(duì)中國(guó)人民名譽(yù)和尊嚴(yán)的詆毀和冒犯，是對(duì)中國(guó)內(nèi)政的公然干涉，是對(duì)中國(guó)主權(quán)和安全利益的嚴(yán)重侵犯。

However, some politicians in the US, the UK, Canada and the EU clearly don't want to acknowledge this fact. They grabbed the so-called "evidence" maliciously fabricated by some anti-China politicians and scholars, even though the so-called "facts" are nothing but patchwork based on false "internal documents", "victim statements" and information from unknown sources. They have even taken out of context and distorted Chinese official documents and data. All this proves that it's never human rights and truth that they care about. They just do not want to see China's success, development and better livelihood. That's why they have been using human rights issues as a pretext for interfering in China's internal affairs and frustrate China's development. What they have done is utter denigration and offense to the reputation and dignity of the Chinese people, blatant interference of China's internal affairs, and grave violation of China's sovereignty and security interests.

必須要指出，這幾個(gè)國(guó)家自封人權(quán)“判官”，充當(dāng)人權(quán)教師爺，但自身在人權(quán)問題上劣跡斑斑。他們沒有任何資格指責(zé)中國(guó)，甚至將自己犯過的罪、作過的惡強(qiáng)加給中國(guó)。

It must be pointed out that these countries, who proclaim themselves to be "judges" of human rights and are keen to lecture others, have an ignoble record on human rights. They are not in the position to criticize China, much less to shift blames to China for what they have committed.

In the US, people like George Floyd still can't breathe. As pointed out by the UN Committee on the Elimination of Racial Discrimination long ago, African descendants in the US and the UK face systemic racism on health, employment, education, fair trial and other rights.

We all remember that the US and the UK, among others, used some test tube of washing powder and a staged video as evidence to launch wars against sovereign countries including Iraq and Syria, which caused untold casualties of innocent civilians, tore apart and displaced numerous families. This year marks the 10th anniversary of the Syrian crisis. In Syria alone, 350,000 people have been killed in the war, their families have been destroyed and their lives greatly afflicted. Shouldn't the perpetrators be sanctioned?

This year also marks the 10th anniversary of Libya's civil war. France, the UK and the EU, among others, launched the war in Libya, creating a large-scale humanitarian disaster, which is the root cause of the current migrant and refugee issues and an important factor leading to regional turbulence. More than 400,000 people remain displaced within Libya and more than a million are in urgent need of assistance. Shouldn't the perpetrators be held accountable?

這幾個(gè)國(guó)家對(duì)他們輸出動(dòng)亂不僅毫無懺悔，而且還以人權(quán)為名對(duì)他國(guó)實(shí)施單邊制裁，嚴(yán)重?fù)p害相關(guān)國(guó)家人民的生命權(quán)、健康權(quán)和發(fā)展權(quán)。面對(duì)疫情，這幾個(gè)最發(fā)達(dá)國(guó)家漠視民眾生命權(quán)和健康權(quán)，任由數(shù)以萬計(jì)的人民死去，奉行“疫苗民族主義”，大量囤積遠(yuǎn)超他們?nèi)丝谛枰男鹿谝呙纾瑢?dǎo)致發(fā)展中國(guó)家無苗可供。

These countries show no repentance over the turmoil they created in other countries, and even go further to impose unilateral sanctions on others in the name of human rights, severely jeopardizing the rights to life, health and development of people in relevant countries. In the face of the epidemic, these above-mentioned most developed countries have turned a blind eye to their people's rights to life and health, leading to losses of tens of hundreds of lives. In pursuit of "vaccine nationalism" , they've hoarded vaccines far in excess of their population's needs, leaving developing countries struggling with insufficient vaccines.

我們不禁要問，人之不存，權(quán)將焉附？美西方口口聲聲保護(hù)人權(quán)，他們到底保的是什么人？護(hù)的又是什么權(quán)？他們?nèi)绾误w現(xiàn)對(duì)人權(quán)的尊重和保護(hù)？他們難道不應(yīng)該感到羞恥嗎？

We can't help but asking: how could people have any right if they lost their lives? The United States and the West have been trumpeting protecting human rights, but who and what right on earth are they protecting? In what way are they respecting and protecting human rights? Shouldn't they feel shameful?

歷史和事實(shí)表明，這幾個(gè)國(guó)家想當(dāng)人權(quán)教師爺，但他們根本不配。他們既非圣人，更無實(shí)力。希望他們明白，今天的中國(guó)不是伊拉克、利比亞，也不是敘利亞，更不是120年前的中國(guó)。外國(guó)列強(qiáng)架起幾門大炮就能打開中國(guó)大門的時(shí)代已經(jīng)一去不復(fù)返了，幾個(gè)所謂學(xué)者和媒體同官方勾結(jié)就能肆無忌憚抹黑攻擊中國(guó)而不受任何懲罰的日子也一去不復(fù)返了。奉勸他們不要低估中國(guó)人民捍衛(wèi)國(guó)家利益與民族尊嚴(yán)的堅(jiān)定意志。來而不往非禮也，他們終將為他們的愚蠢和傲慢付出代價(jià)。

These a few countries are obsessed with lecturing others on human rights. But facts in the past have proved that they are neither qualified or capable of doing so. We hope they will understand that China today is not the same as Iraq, Libya or Syria, still less what it was 120 years ago. The days when foreign powers could force China to open its doors with cannons are long gone; also gone are the days when several so-called scholars and state media could unscrupulously malign China in collusion without being punished. We urge them not to underestimate Chinese people's firm determination to defend national interests and dignity. It's a courtesy to reciprocate what we receive. They will have to pay a price for their ignorance and arrogance.
