5月3日晚，有網(wǎng)友爆料成都一快遞網(wǎng)點(diǎn)出現(xiàn)了大量的寵物盲盒，很多小貓小狗奄奄一息。有關(guān)“寵物盲盒”的話(huà)題，引發(fā)網(wǎng)絡(luò)熱議。

Netizens reported on May 3 that a large number of pet blind boxes were found at an express delivery station in downtown Chengdu, with many cats and dogs in danger of dying. The news quickly triggered heated discussion on Weibo.

據(jù)《新京報(bào)》報(bào)道，這些小貓小狗大約在1-3個(gè)月左右，其中大部分當(dāng)時(shí)瀕臨窒息。

The cats and dogs in the boxes were between one month and three months old and most of them were on the verge of suffocating, as reported by the Beijing News.

報(bào)道稱(chēng)，當(dāng)晚視頻顯示，有志愿者在成都市金牛區(qū)中通快遞點(diǎn)附近發(fā)現(xiàn)一輛快遞貨車(chē)，車(chē)上運(yùn)載的動(dòng)物大約有160多只。商家以售賣(mài)盲盒的名義將活體寵物快遞至買(mǎi)家。這些貓狗未出成都，即被志愿者解救。志愿者攔下貨車(chē)后聯(lián)系了警方和相關(guān)機(jī)構(gòu)。目前，動(dòng)檢部門(mén)已依法暫扣所有貓狗，除了四只已經(jīng)死亡，其余均轉(zhuǎn)移到石板灘寵物城臨時(shí)安置，同時(shí)進(jìn)行抽檢。

中通回應(yīng)：網(wǎng)點(diǎn)違規(guī)攬收，將整改

5月4日晚，中通快遞公司對(duì)此事件做出了回應(yīng)。在官方微博中，中通快遞稱(chēng)該網(wǎng)點(diǎn)“違規(guī)攬收”，同時(shí)向公眾、媒體和客戶(hù)“誠(chéng)摯道歉”。集團(tuán)總部決定自5月5日起暫停該網(wǎng)點(diǎn)快遞攬收業(yè)務(wù)，配合相關(guān)部門(mén)調(diào)查，同時(shí)中通快遞四川管理中心相關(guān)責(zé)任人停職檢查，扣除其全年績(jī)效獎(jiǎng)金，中通快遞也將開(kāi)展全面自查整改。

The company operating the facility, ZTO Express responded on Tuesday on Sina Weibo, saying that these blind boxes of living pets were sold on e-commerce platforms and the express station agreed to send them which represented a violation of regulations. "The facilities operations have been suspended and all staff will cooperate with the authority to investigate the case," the announcement said.

5月5日，針對(duì)有快遞網(wǎng)點(diǎn)違規(guī)接單“寵物盲盒”一事，成都市郵政管理局稱(chēng)已立案調(diào)查，將在全市郵政快遞行業(yè)內(nèi)，部署開(kāi)展違規(guī)收寄活體動(dòng)物專(zhuān)項(xiàng)排查整治。

我國(guó)法律法規(guī)對(duì)寄遞活物也有明確規(guī)定：
 
《郵政法實(shí)施細(xì)則》第三十三條規(guī)定，禁止寄遞或者在郵件內(nèi)夾帶的物品包括各種活的動(dòng)物。
 


《動(dòng)物防疫法》第五十一條、五十二條明確規(guī)定，屠宰、經(jīng)營(yíng)、運(yùn)輸?shù)膭?dòng)物，以及用于科研、展示、演出和比賽等非食用性利用的動(dòng)物，應(yīng)當(dāng)附有檢疫證明；經(jīng)營(yíng)和運(yùn)輸?shù)膭?dòng)物產(chǎn)品，應(yīng)當(dāng)附有檢疫證明、檢疫標(biāo)志；經(jīng)航空、鐵路、道路、水路運(yùn)輸動(dòng)物和動(dòng)物產(chǎn)品的，托運(yùn)人托運(yùn)時(shí)應(yīng)當(dāng)提供檢疫證明，沒(méi)有檢疫證明的，承運(yùn)人不得承運(yùn)。
