當(dāng)?shù)貢r間17日，阿富汗塔利班發(fā)言人扎比烏拉•穆賈希德在阿首都喀布爾表示，塔利班計劃在阿富汗組建一個包容性政府。

The Taliban did not want to have any internal or external enemies, and intended to form an inclusive government in Afghanistan, a Taliban spokesman said on Tuesday.

穆賈希德當(dāng)天在塔利班進(jìn)入喀布爾后舉行的首次記者會上表示，阿富汗將擁有一個強大的伊斯蘭政府，目前正就新政府的名稱和組成進(jìn)行商討。塔利班希望與各方都保持良好關(guān)系，以發(fā)展經(jīng)濟、實現(xiàn)國家繁榮。塔利班承諾對阿富汗政府全體工作人員和安全部隊成員實施大赦，不會對任何人進(jìn)行報復(fù)。

At its first press conference since the Taliban's takeover of most parts of Afghanistan on Sunday, the group's spokesman Zabihullah Mujahid said they did not want any internal or external enemies, and they wanted to have good relations with everybody to develop economy and achieve prosperity. "Afghanistan will have a strong, Islamic government," he said, adding that no Afghan politicians would be ignored in the new government. The Taliban leadership was working and consulting on the name and specification of the new government, he told the televised press conference.

He said Afghanistan's interactions with foreign countries would continue, and the Taliban would use the country's natural resources for reconstruction. Afghanistan would be drug free if the international community provided alternative crops for the country, he added. "All borders are under Taliban's control." He also said the Taliban would allow women in Afghanistan to work and study based on the Islamic law, and they would be offered with all rights within the Islamic principles, because women are vital parts of the society.
 
穆賈希德說，經(jīng)過20年斗爭，塔利班成功終結(jié)了外國對阿富汗的占領(lǐng)。阿富汗有權(quán)實行符合人民價值觀的治理方式，并理應(yīng)得到其他國家的尊重。同時，塔利班向全世界承諾，絕不允許任何人利用阿富汗領(lǐng)土威脅別國。

美國防部回應(yīng)喀布爾機場混亂：將繼續(xù)調(diào)查

16日，美國國防部發(fā)言人約翰•科比在發(fā)布會上回答了記者針對此事的提問，他表示將繼續(xù)調(diào)查，看看是否還有更多消息：“很明顯，從8000英里外準(zhǔn)確得知當(dāng)?shù)氐南⑹羌芾щy的事情”。

“We'll continue to try to dig down and see if there's more information that could have about that. It's obviously difficult from 8000 miles away to have perfect knowledge about everything that's going on the ground over there.”

有記者提問：中方是否并將在何種情況下參與阿富汗重建？ 

趙立堅：近日阿富汗局勢已經(jīng)發(fā)生重大變化。阿富汗人民歷經(jīng)40多年戰(zhàn)亂動蕩，渴望和平，人心思定。中方希望阿國內(nèi)各方通過對話協(xié)商解決分歧，避免發(fā)生新的戰(zhàn)亂和人道主義災(zāi)難，推動阿局勢實現(xiàn)平穩(wěn)過渡。 

The Afghan situation has seen major changes recently. The Afghan people aspire for peace and stability after over 40 years of war and chaos. China hopes that all parties in Afghanistan would resolve differences through dialogue and consultation, avert new conflicts and humanitarian disasters, and work toward a smooth transition in the Afghan situation.

The safety and interests of Afghan citizens, foreign nationals and diplomats in Afghanistan must be respected and guaranteed. We hope that the Afghan Taliban will form solidarity with all factions and ethnic groups in Afghanistan to establish an open and inclusive political structure that suits Afghanistan's national conditions, curb all kinds of terrorism and criminal acts, and rebuild their beautiful homeland.
