北京市委教育工委副書記、市教委新聞發(fā)言人李奕25日在北京市教育“雙減”工作新聞發(fā)布會(huì)上介紹，在新學(xué)期北京將大比例促進(jìn)干部教師輪崗交流。

據(jù)介紹，新學(xué)期的干部教師輪崗包括校長(zhǎng)、教師兩個(gè)方面。其中，校長(zhǎng)交流輪崗的對(duì)象為公辦學(xué)校正、副校長(zhǎng)。凡是距離退休時(shí)間超過5年的，并且在同一所學(xué)校任職滿6年的正、副校長(zhǎng)原則上應(yīng)進(jìn)行交流輪崗。在教師方面，交流輪崗的對(duì)象為公辦學(xué)校在編在崗教師。凡是距離退休時(shí)間超過5年的，并且在同一所學(xué)校連續(xù)工作6年及以上的教師，原則上均應(yīng)進(jìn)行交流輪崗。

Teachers and principals who have worked at the same school for more than six years will be asked to shift to a school in another district and share their knowledge and experience with new colleagues and students, Beijing Education Commission spokesman Li Yi said at a news conference on Wednesday.Educators who are more than five years away from retirement and have worked at the same school for over six years are eligible for the program.

李奕表示，輪崗旨在將高質(zhì)量教育資源推廣到更多學(xué)校，師資力量較弱的學(xué)?？梢酝ㄟ^這一項(xiàng)目得到支持。

"The rotation program aims to bring high-quality education resources to more schools in the city," Li said. "Districts with weak teaching talent can get better support via methods such as dual-teacher classes during the program."

此外，北京市區(qū)兩級(jí)將在職級(jí)評(píng)定、績(jī)效工資分配和評(píng)優(yōu)評(píng)先中，適當(dāng)向參加輪崗的校長(zhǎng)教師傾斜。

The new policy provides incentives for qualified educators to move, such as higher pay and rotation participation being taken into account when promotion is considered.

北京首批確定東城區(qū)和密云區(qū)為干部教師輪崗試點(diǎn)區(qū)，本年底全市還將有6個(gè)區(qū)加入試點(diǎn)。東城區(qū)力爭(zhēng)用3年時(shí)間，實(shí)現(xiàn)義務(wù)教育階段學(xué)校干部教師100%交流輪崗。密云區(qū)本學(xué)期已啟動(dòng)校級(jí)干部輪崗人數(shù)達(dá)50人，占全區(qū)校級(jí)干部比例55%。已經(jīng)輪崗的教師則表示，新政策帶來的機(jī)遇與挑戰(zhàn)并存。

Some districts in Beijing have already started implementing rotation programs. Education authorities in Dongcheng said all eligible teachers in the district would take part in rotations over the next three years. Officials in Miyun district have also announced that they have arranged for 50 educators to take part in rotations this year. Teachers who have already changed schools say the program presents both challenges and opportunities. 

對(duì)于新一輪干部教師輪崗，北京市教委要求，交流要以最基本的教育周期為單位，即以學(xué)期、學(xué)年為周期。“最好以孩子的一個(gè)成長(zhǎng)周期為單位，比如按照低年級(jí)、高年級(jí)學(xué)段等。”李奕說。

針對(duì)教師輪崗等細(xì)則，網(wǎng)友呼吁關(guān)注教師待遇，提前安排好教師輪崗可能遇到的實(shí)際問題，此外還應(yīng)該關(guān)注學(xué)生和老師之間的適應(yīng)問題。

本月18日，北京正式發(fā)布義務(wù)教育階段“雙減”具體措施。針對(duì)學(xué)生的“雙減”措施也在開展。

On Aug 18, the Beijing Education Commission issued regulations to reduce students' burdens by banning after-school subject training courses. Meanwhile, efforts are also being stepped up to relieve study burdens on students. 

措施明確：提供“菜單式”課后服務(wù)項(xiàng)目供自愿選擇；北京義務(wù)教育階段嚴(yán)禁劃分重點(diǎn)班實(shí)驗(yàn)班；不再審批新的中小學(xué)學(xué)科類培訓(xùn)機(jī)構(gòu)；嚴(yán)禁超標(biāo)超前培訓(xùn)，嚴(yán)禁提供境外教育課程等。

據(jù)中國(guó)教育報(bào)報(bào)道，中央、北京市“雙減”政策出臺(tái)后，市場(chǎng)監(jiān)管部門迅速將查處無證辦學(xué)違法行為、關(guān)停無證辦學(xué)校外培訓(xùn)機(jī)構(gòu)作為執(zhí)法重點(diǎn)，會(huì)同教育行政部門對(duì)違反民辦教育促進(jìn)法相關(guān)規(guī)定的無證辦學(xué)違法行為立案141件。
