美方近來(lái)變本加厲，不斷利用各種場(chǎng)合炒作臺(tái)灣問(wèn)題，公然挑戰(zhàn)一個(gè)中國(guó)原則。

10月26日，美國(guó)國(guó)務(wù)卿布林肯發(fā)表聲明“支持臺(tái)灣有意義地參與聯(lián)合國(guó)系統(tǒng)”。中方對(duì)此表示強(qiáng)烈不滿、絕不接受，已多次表明我們的嚴(yán)正立場(chǎng)并向美方提出了嚴(yán)正交涉。

10月27日的外交部例行記者會(huì)上，趙立堅(jiān)表示：

美方聲明嚴(yán)重違反一個(gè)中國(guó)原則和中美三個(gè)聯(lián)合公報(bào)規(guī)定，違背自身所作承諾，違反國(guó)際關(guān)系基本準(zhǔn)則，向“臺(tái)獨(dú)”勢(shì)力發(fā)出嚴(yán)重錯(cuò)誤信號(hào)。中方對(duì)此強(qiáng)烈不滿、堅(jiān)決反對(duì)，已經(jīng)向美方表明嚴(yán)正立場(chǎng)并提出嚴(yán)正交涉。我想強(qiáng)調(diào)四點(diǎn)基本立場(chǎng)： 

The US statement seriously violates the one-China principle and the stipulations of the three China-US joint communiqués, violates the promise it has made, violates the basic norms governing international relations, and has sent a seriously wrong signals to the "Taiwan independence" forces. China deplores and firmly opposes this, and has made clear its solemn position to and lodged stern representations with the US. I want to stress the four-point basic position.

First, there is only one China in the world. The government of the People's Republic of China is the sole legal government representing the whole of China. The Taiwan region is an inalienable part of the Chinese territory. A total of 180 countries, including the US, have established diplomatic relations with China on the basis of commitment to the one-China principle. The one-China principle is a universal consensus of the international community and a widely recognized norm of international relations, which does not allow unilateral challenge or distortion by the US. In the three China-US joint communiqués, the US unequivocally recognizes the Government of the People's Republic of China as the sole legal Government of China. Within this context, the people of the US will maintain cultural, commercial, and other unofficial relations with the people of Taiwan.

第二，臺(tái)灣地區(qū)參與國(guó)際組織活動(dòng)必須按照一個(gè)中國(guó)原則處理。聯(lián)大第2758號(hào)決議已經(jīng)從政治上、法律上和程序上徹底解決了中國(guó)在聯(lián)合國(guó)的代表權(quán)問(wèn)題。聯(lián)合國(guó)系統(tǒng)、各專(zhuān)門(mén)機(jī)構(gòu)和聯(lián)合國(guó)秘書(shū)處任何涉及臺(tái)灣的事務(wù)，均應(yīng)遵循一個(gè)中國(guó)原則和聯(lián)大第2758號(hào)決議。美方吹捧、粉飾臺(tái)灣所謂民主和貢獻(xiàn)，為臺(tái)說(shuō)項(xiàng)，企圖偷換概念、混淆視聽(tīng)，但國(guó)際社會(huì)對(duì)美國(guó)的動(dòng)機(jī)意圖都看得一清二楚。50年前，美國(guó)妄圖在聯(lián)合國(guó)制造“一中一臺(tái)”或“兩個(gè)中國(guó)”，遭到挫敗。今天美國(guó)如果還想要開(kāi)歷史的倒車(chē)，就是站在14億中國(guó)人民和世界絕大多數(shù)國(guó)家的對(duì)立面，注定將再次失敗。 

Second, the Taiwan region's participation in activities of international organizations must be handled in accordance with the one-China principle. Resolution 2758 adopted by the General Assembly has solved once and for all the issue of the China's representation in the UN in political, legal and procedural terms. The system, agencies and the Secretariat of the UN should abide by the one-China principle and UNGA Resolution 2758 when dealing with Taiwan-related affairs. By touting and whitewashing of Taiwan's so-called democracy and contribution and endorsing Taiwan, the US is trying to distort concepts and mislead others. But the US motive and intention are seen clearly by the international community. Fifty years ago, the US attempted to create "one China, one Taiwan" or "two Chinas" in the UN, only to confront setbacks. If the US still seeks historical backpedaling today, it is pitting itself against the 1.4 billion Chinese people and the vast majority of countries in the world, and will only face another failure.

第三，臺(tái)灣當(dāng)局頑固堅(jiān)持“臺(tái)獨(dú)”分裂立場(chǎng)，拒不承認(rèn)“九二共識(shí)”，極力拓展所謂“國(guó)際空間”，在“臺(tái)獨(dú)”分裂的道路上越走越遠(yuǎn)，這是對(duì)臺(tái)海和平與穩(wěn)定最大的現(xiàn)實(shí)威脅，也是造成臺(tái)灣近年來(lái)參與國(guó)際民航組織、世界衛(wèi)生組織等多邊機(jī)構(gòu)活動(dòng)屢屢碰壁的癥結(jié)所在。事實(shí)上，臺(tái)灣地區(qū)獲得國(guó)際民航組織信息的渠道是暢通的，與世界多個(gè)城市通航便利。在符合一個(gè)中國(guó)原則前提下，臺(tái)灣地區(qū)醫(yī)療衛(wèi)生專(zhuān)家可以參與世界衛(wèi)生組織相關(guān)技術(shù)會(huì)議。臺(tái)灣獲取包括新冠肺炎疫情在內(nèi)的公共衛(wèi)生健康信息渠道是暢通的。美方拿臺(tái)灣參與國(guó)際民航組織和世界衛(wèi)生組織說(shuō)事、騙取同情，打錯(cuò)了算盤(pán)，沒(méi)有市場(chǎng)。 

Third, the Taiwan authorities recalcitrantly stick to the "Taiwan independence" separatist position, refuse to recognize the 1992 consensus and go all out to expand its so-called "international space", going further down the path of "Taiwan independence" separatism. This is the greatest realistic threat to peace and stability across the Taiwan Strait and the crux for the repeated frustration Taiwan has experienced in participating in activities of multilateral institutions such as the ICAO and WHO in recent years. As a matter of fact, the Taiwan region has unfettered access to information from the ICAO. It is linked to many cities in the world with convenient flights. On the premise of observing the one-China principle, medical and health experts in the Taiwan region can attend WHO technical meetings. Taiwan has unfettered access to public health information including with regard to COVID-19. Now the US is making an issue out of Taiwan's participation in the ICAO and WHO to angle for sympathy. This attempt is miscalculated and futile.

第四，一個(gè)中國(guó)原則和中美三個(gè)聯(lián)合公報(bào)是中美關(guān)系的政治基礎(chǔ)。美方單方面炮制的所謂“與臺(tái)灣關(guān)系法”和“對(duì)臺(tái)六項(xiàng)保證”，嚴(yán)重違反國(guó)際法和國(guó)際關(guān)系基本準(zhǔn)則，違反一個(gè)中國(guó)原則，中方從一開(kāi)始就絕不接受。一段時(shí)間以來(lái)，美方在臺(tái)灣問(wèn)題上錯(cuò)誤言行不斷，中方都已經(jīng)作出堅(jiān)決必要回應(yīng)。如果美方繼續(xù)在打“臺(tái)灣牌”的道路上一條路走到黑，必然會(huì)給中美關(guān)系造成顛覆性的巨大風(fēng)險(xiǎn)，嚴(yán)重?fù)p害臺(tái)海和平穩(wěn)定，也必將嚴(yán)重?fù)p害美方自身利益。 

Fourth, the one-China principle and the three China-US joint communiqués constitute the political foundation of China-US relations. The so-called "Taiwan Relations Act" and "Six Assurances" unilaterally concocted by the US gravely violate international law, basic norms governing international relations and the one-China principle. China has made clear its firm rejection to them from the very beginning. For a while, the US has been keeping up erroneous words and acts on the Taiwan question. The Chinese side has made resolute and necessary reactions every step of the way. Should the US side choose to continue playing the ill-advised "Taiwan card", it would inevitably pose seismic risks to China-US relations, seriously undermine peace and stability across the Taiwan Strait, and gravely harm the interests of the US itself.

我們敦促美方恪守承諾，切實(shí)按照一個(gè)中國(guó)原則和中美三個(gè)聯(lián)合公報(bào)規(guī)定，遵守聯(lián)大第2758號(hào)決議，停止發(fā)表不負(fù)責(zé)任的錯(cuò)誤言論，停止助臺(tái)拓展所謂“國(guó)際空間”，不向“臺(tái)獨(dú)”勢(shì)力發(fā)出錯(cuò)誤信號(hào)，以實(shí)際行動(dòng)維護(hù)中美關(guān)系的政治基礎(chǔ)。 

We urge the US to abide by its commitment, the one-China principle, the stipulations of the three China-US joint communiqués and UNGA Resolution 2758, stop making irresponsible erroneous remarks, stop assisting Taiwan in expanding the so-called "international space", avoid sending wrong signals to "Taiwan independence" forces, and safeguard the political foundation for China-US relations with concrete actions.

Recently, in a blatant affront to the One-China Principle, the US side has been using every possible occasion to hype the Taiwan question to help Taiwan expand its "international space". The Chinese side expresses its strong concern over this and will by no means accept it. We have repeatedly expressed our firm position and lodged stern representations with the US side.

The One-China Principle is a common consensus of the international community, and a universally-recognized norm governing international relations that brooks no challenge or distortion of the US side. There is only one China in the world. The Government of the People's Republic of China is the sole legal Government representing the whole of China. Taiwan is an inalienable part of China's territory. 180 countries, including the United States, have established diplomatic relations with China on the basis of abiding by the One-China Principle. The Taiwan region's participation in activities of international organizations, including the United Nations, must be dealt with in accordance with the One-China Principle. UNGA Resolution 2758 has solved once and for all the issue of the People's Republic of China's representation in the UN in political, legal and procedural terms. The system, specialized agencies and the Secretariat of the UN should abide by the One-China Principle and UNGA Resolution 2758 when dealing with Taiwan-related affairs.

It must be pointed out that the United Nations is an intergovernmental international organization that only sovereign states can join. Taiwan-related matters are a serious political issue; they are not about the so-called "values". By hyping them up, the US side is just intentionally distorting this issue and misleading public opinion.

 The Taiwan authorities has been keeping its diehard position of "Taiwan independence" and adamantly refusing to recognize the "1992 Consensus". With the support and encouragement of its American boss, it is sparing no effort to expand its "international space" and go further down the path of "Taiwan independence". This is the biggest and real threat to peace and stability across the Taiwan Strait, and the fundamental reason why Taiwan has not been able to participate in the activities of multilateral organizations, including the International Civil Aviation Organization (ICAO) and the World Health Organization (WHO). In fact, the Taiwan region enjoys free access to the information from ICAO and has convenient air connections with many cities around the world. On the basis of the One-China Principle, medical and public health experts from the Taiwan region can attend related technical meetings of the WHO. The Taiwan region enjoys free access to the information on public health, including COVID-19. By making an issue of ICAO and WHO, what the US has in mind is simply an open secret.

Fifty years ago, the US attempt to create "one China, one Taiwan" or "two Chinas" in the UN ended up in a complete failure. But today, it is still openly emboldening and supporting "Taiwan independence" forces and challenging international law and basic norms governing international relations, including the One-China Principle. Such efforts will be futile and doomed to failure. It must be pointed out that the One-China Principle and the three Sino-US Joint Communiques are the political foundation of the China-US relationship. The Chinese side has been firmly opposed to and has never accepted the "Taiwan Relations Act" and the "Six Assurances" unilaterally concocted by the US side. Therefore it could not be more ridiculous for the US side to put the "Taiwan Relations Act" before the three Sino-US Joint Communiques in its statement. We urge the US side to face up to the fact, stay true to its commitment, adhere to the One-China Principle and the three Joint Communiques, and abide by UNGA Resolution 2758. We urge the US side to stop official contacts with Taiwan, cease making irresponsible and erroneous remarks, and take real actions to maintain the overall situation of China-US relations and cross-Strait peace and stability.
