近日，中央網(wǎng)信辦印發(fā)《關(guān)于進(jìn)一步加強(qiáng)娛樂明星網(wǎng)上信息規(guī)范相關(guān)工作的通知》（以下簡稱《通知》），旨在進(jìn)一步加強(qiáng)娛樂明星網(wǎng)上信息規(guī)范，維護(hù)良好網(wǎng)絡(luò)輿論秩序，營造更加清朗的網(wǎng)絡(luò)空間。
《通知》中顯示，近年來，網(wǎng)上泛娛樂化傾向、低俗炒作現(xiàn)象屢禁不止，流量至上、畸形審美、“飯圈”亂象等不良文化沖擊主流價值觀，一些網(wǎng)上有關(guān)明星的宣傳信息內(nèi)容失范，緋聞八卦、隱私爆料占據(jù)網(wǎng)站平臺頭條版面、熱搜榜單，占用大量公共平臺資源，人民群眾反映強(qiáng)烈。
《通知》從內(nèi)容導(dǎo)向、信息呈現(xiàn)、賬號管理、輿情機(jī)制等4個方面提出15項具體工作措施，力求有效規(guī)范娛樂明星網(wǎng)上信息。
The notice released by the Cyberspace Administration of China (CAC) on Tuesday listed 15 measures in four areas to manage how online information about celebrities is presented - content orientation, information presentation, account management, and the mechanism of public opinion.
《通知》要求，嚴(yán)把娛樂明星網(wǎng)上信息內(nèi)容導(dǎo)向，加強(qiáng)正面引導(dǎo)，建立負(fù)面清單，禁止娛樂明星網(wǎng)上信息含有宣揚(yáng)畸形審美、低俗緋聞炒作、惡意刷量控評、虛假不實爆料、誘導(dǎo)非理性追星等內(nèi)容。

《通知》按照信息內(nèi)容屬性、影響作用等因素，將娛樂明星網(wǎng)上信息劃分為演藝作品、個人動態(tài)、商業(yè)活動、公告、公益、權(quán)威發(fā)布等6種類型，針對網(wǎng)站平臺首頁首屏、熱門推薦、熱搜榜單等重點環(huán)節(jié)提出明確要求，以進(jìn)一步規(guī)范娛樂明星網(wǎng)上信息呈現(xiàn)。
《通知》要求加強(qiáng)對明星、經(jīng)紀(jì)公司（工作室）、粉絲團(tuán)（后援會）、娛樂類公眾賬號、MCN機(jī)構(gòu)等賬號和主體的管理，從源頭上規(guī)范娛樂明星網(wǎng)上信息，同時要求網(wǎng)站平臺建立健全涉娛樂明星網(wǎng)上輿情監(jiān)測、處置和引導(dǎo)機(jī)制。
Celebrity-related content promoting vulgar information or containing fake online reviews, unproven stories about entertainers or irrational acts of idol-worship, among other content, is prohibited on the internet, the office said.
Content involving entertainers endorsing products, services, brands or for-profit events can only appear as advertisements with conspicuous marks on internet platforms, the office said.
It also said internet regulators will further strengthen positive online content about stars and establish a negative list to prohibit celebrity-related content that promotes abnormal aesthetics, hypes vulgar scandals and induces fans to blindly idolize celebrities, and leads to exposing personal information of other celebrities.

同日，中國演出行業(yè)協(xié)會網(wǎng)絡(luò)表演（直播）分會公布了第九批網(wǎng)絡(luò)主播警示名單，警示人員共計88名，其中，包括“郭老師”“鐵山靠”等網(wǎng)絡(luò)主播，以及吳亦凡、鄭爽、張哲瀚等演藝人員，這也是首次將違法失德藝人納入網(wǎng)絡(luò)主播警示名單。
On the same day, the China Association of Performing Arts published the ninth warning list for livestreaming performances covering 88 celebrities, including Chinese-Canadian pop idol Kris Wu Yifan who has been arrested on rape charges, actress Zheng Shuang who was fined for tax fraud, and actor Zhang Zhehan who visited Japan's war-linked Yasukuni Shrine and went against the Chinese public's emotions.
中國演出行業(yè)協(xié)會網(wǎng)絡(luò)表演（直播）分會自2018年《網(wǎng)絡(luò)表演(直播)行業(yè)主播“黑名單”管理制度(試行)》以來，組織全體會員對嚴(yán)重違法違規(guī)主播在行業(yè)內(nèi)實行聯(lián)合抵制和懲戒。2020年末，在相關(guān)主管部門的指導(dǎo)下，中國演出行業(yè)協(xié)會網(wǎng)絡(luò)表演（直播）分會對管理制度作了進(jìn)一步修訂，最終形成《網(wǎng)絡(luò)主播警示與復(fù)出管理辦法》。截至目前，分會已經(jīng)陸續(xù)發(fā)布九批共446名網(wǎng)絡(luò)主播警示名單。
相關(guān)負(fù)面清單的公布引發(fā)網(wǎng)友廣泛關(guān)注，微博閱讀量近4億，也有不少網(wǎng)友留言支持。
23日晚，人民日報官方微博發(fā)布評違法失德藝人被封禁：一旦違法失德，毀棄的是星途，喪失的是舞臺。昔日光環(huán)再耀眼也會黯淡，人氣再高也會流散。從監(jiān)管部門懲戒到行業(yè)協(xié)會規(guī)范，再到受眾抵制，轉(zhuǎn)移陣地復(fù)出，沒門！警示名單是一記警鐘，崇德守法方得始終。
