當(dāng)?shù)貢r(shí)間6日,美國白宮發(fā)言人普薩基在新聞發(fā)布會上表示,白宮宣布對2022北京冬奧會進(jìn)行外交抵制。

此前,在美國媒體反復(fù)發(fā)出這種預(yù)報(bào)之時(shí),中國外交部發(fā)言人趙立堅(jiān)就曾表示,美國政客在未受到邀請情況下不斷炒作所謂的“外交抵制”北京冬奧會,是赤裸裸的政治挑釁,如果美方一意孤行,中方必將采取堅(jiān)決反制措施。
白宮:不會派遣官方代表團(tuán)
據(jù)CNN報(bào)道,在當(dāng)天的發(fā)布會上,普薩基老調(diào)重彈,繼續(xù)以所謂新疆“人權(quán)問題”為由,稱白宮將不會派遣官方代表團(tuán)出席2022年北京冬奧會和冬殘奧會。
The Biden administration will not send an official US delegation to the 2022 Winter Olympics and Paralympic Games in Beijing as a statement against China's "ongoing genocide and crimes against humanity in Xinjiang," White House press secretary Jen Psaki said Monday.
普薩基稱,美國仍然允許美國運(yùn)動員參加冬奧會。運(yùn)動員組成的美國隊(duì)仍然將會得到美國政府的“全力支持”,但是政府將不會參與宣傳本屆賽事。
US athletes will still be allowed to compete in the Olympics. The athletes that will make up Team USA have the administration's "full support," Psaki said, but she added the administration would not be "contributing to the fanfare of the games."
值得注意的是,盡管包括現(xiàn)場提問的記者以及CNN等外媒在報(bào)道中,都使用了“diplomatic boycott(外交抵制)”,但是普薩基在發(fā)布會上則使用了no diplomatic or official representation(沒有外交或官方存在)等字眼。
另有記者提問普薩基:基于美方考慮的“人權(quán)問題”,“外交抵制(diplomatic boycott)”是否已經(jīng)足夠?
普薩基則先做了一番辯解:每個(gè)人都可以對此隨便怎么稱呼,但是我要提醒大家,當(dāng)你使用“外交抵制”這個(gè)詞時(shí),會讓人想起1980年(注:指美國抵制1980年莫斯科奧運(yùn)會而沒有參加),我們現(xiàn)在不是這樣。運(yùn)動員會參加冬奧會,我們也會在國內(nèi)支持他們。我本人熱衷于奧運(yùn)賽事,也很期待。但是不派遣外交代表團(tuán)意味著(向中國)發(fā)出了一個(gè)信息,不能再跟以前一樣了。
Everybody can call it whatever they want to call it. I would just remind you that, often, when you use “diplomatic boycott” — that phrase — that brings people back to 1980, and we are not. The athletes will be participating. We will be rooting for the athletes from home. I am an Olympics-obsessed person, so I’m looking forward to doing that. But I think this is just an indication that it cannot be business as usual, that not sending a diplomatic delegation sends that message.
此外,美方已經(jīng)將這一決定告訴了其盟友。
The White House has informed its allies abroad of the US decision, Psaki said.
前奧委會成員:基本上沒影響
據(jù)Politico網(wǎng)站報(bào)道,前奧委會成員龐德在接受采訪時(shí)曾指出:外交抵制北京冬奧會影響不大。
International Olympic Committee member Dick Pound was quoted by the Politico as saying that diplomatic boycotts of the Beijing Winter Games are unlikely to make much of an impact.
報(bào)道稱,龐德質(zhì)疑美國此舉是否能構(gòu)成真正意義上的外交抵制——如果東道主都沒有事先發(fā)出邀請的話。
According to the Politico report, Pound wondered if it can truly be considered a boycott if the host country declines to welcome those politicians in the first place.
“這是政府表達(dá)對中國相關(guān)政策不認(rèn)同的信號,而至于這對中國有什么影響就眾說紛紜了。我認(rèn)為,基本上,沒有影響。拿運(yùn)動員當(dāng)炮灰,毫無用處。”
”That’s a way that governments can signal their disapproval of whatever the particular Chinese policies may be — whether it makes any difference to the Chinese is anybody's guess. I would say, basically, no,” Pound told POLITICO on Friday, “Using the athletes as the cannon fodder in a useless gesture.”
外交部:美方自欺欺人

美方炮制所謂新疆存在“種族滅絕”的世紀(jì)謊言,早已被事實(shí)戳穿。美方出于意識形態(tài)偏見、基于謊言謠言,試圖干擾北京冬奧會,這只會讓人看清美方的險(xiǎn)惡用心,只會使美方更加喪失道義和信譽(yù)。說到“種族滅絕”,美國歷史上對印第安原住民犯下的罪行才是真正的“種族滅絕”,這頂帽子美國自己戴最合適不過!
The US has been fabricating the biggest lie of the century about so-called “genocide” in Xinjiang, but it has long been debunked by facts. Based on its ideological biases as well as lies and rumors, the US attempts to interfere with the Beijing Winter Olympics, which will only expose its malicious intention and make it loose more moral principles and credibility. Speaking of “genocide”, the US fits this label better than anyone else for the evil crimes they committed against Native Americans.
美方做法嚴(yán)重違背《奧林匹克憲章》確立的“體育運(yùn)動政治中立”原則,同“更團(tuán)結(jié)”的奧林匹克格言背道而馳,站在了全世界廣大運(yùn)動員和體育愛好者的對立面。中方對美方表態(tài)強(qiáng)烈不滿、堅(jiān)決反對,已向美方提出嚴(yán)正交涉,并將作出堅(jiān)決反制。
The US practice gravely violates the principle of political neutrality enshrined in the Olympic Charter, runs counter to the Olympic motto of “together” and stands on the opposite side of global athletes and sports fans. China deplores and firmly opposes to the remarks of the US side and has lodged stern representations with the US and will respond with firm countermeasures.
冬奧會不是政治作秀和搞政治操弄的舞臺。根據(jù)奧運(yùn)規(guī)則,各國官員出席奧運(yùn)會應(yīng)由本國奧委會邀請。美國政府官員是否出席北京冬奧會、是否來為自己的運(yùn)動員加油是美方自己的事。在未受到邀請情況下,美方把是否派政府官員出席同所謂新疆人權(quán)問題掛鉤,這完全是顛倒黑白、錯(cuò)上加錯(cuò)、自欺欺人。美方的政治圖謀不得人心,也注定失敗。
The Winter Olympics is not a stage for political posturing and manipulation. According to Olympic rules, officials are invited by their respective National Olympic Committee to attend the Olympic Games. Whether the US officials will come to the Beijing Winter Olympics and root for their own athletes is the US’ own business. Despite not even being invited, the US side linked its officials’ attendance with the so-called human rights issues in Xinjiang, going down the wrong path further by distorting facts while cheating themselves as well as others. The US political agenda wins no supports and is doomed to fail.

The Beijing Winter Olympics is a major event for global winter sports athletes and lovers. They should be in the spotlight. The international community including the IOC highly recognizes China’s preparation, and foreign athletes including a great number of American athletes are eager to come to China for the Games. We believe that under the guidance of the Olympic spirit and with joint efforts of all sides, we will deliver a streamlined, safe and splendid Olympics to the world.
美方應(yīng)停止將體育運(yùn)動政治化,停止干擾破壞北京冬奧會的言行,否則將損害兩國在一系列重要領(lǐng)域和國際地區(qū)問題上的對話合作。
The US should stop politicizing sports, and stop disrupting and undermining the Beijing Winter Olympics, lest it should affect bilateral dialogue and cooperation in important areas and international and regional issues.
