2月14日，教育部網(wǎng)站公布第二輪“雙一流”（ "Double First-Class" initiative）建設(shè)高校及建設(shè)學(xué)科名單，共有建設(shè)高校147所。
China has issued a list of eligible universities for the second stage of its initiative to build top-class universities and academic disciplines, the Ministry of Education said Monday.
據(jù)介紹，首輪“雙一流”建設(shè)于2016年啟動，至2020年結(jié)束。根據(jù)首輪監(jiān)測數(shù)據(jù)和成效評價，教育部、財政部、國家發(fā)展改革委按照“總體穩(wěn)定，優(yōu)化調(diào)整”的原則，經(jīng)過“雙一流”建設(shè)專家委員會研究，以需求為導(dǎo)向、以學(xué)科為基礎(chǔ)、以比選為手段，確定了新一輪建設(shè)高校及學(xué)科范圍。
根據(jù)公布的名單，建設(shè)學(xué)科中數(shù)學(xué)、物理、化學(xué)、生物學(xué)等基礎(chǔ)學(xué)科布局59個、工程類學(xué)科180個、哲學(xué)社會科學(xué)學(xué)科92個。北京大學(xué)、清華大學(xué)自主建設(shè)的學(xué)科自行公布。

就第二輪“雙一流”建設(shè)有關(guān)情況答記者問時，教育部相關(guān)負責(zé)人表示，“雙一流”重點在“建設(shè)”，學(xué)科為基礎(chǔ)，而不是人為劃定身份、層次，派發(fā)“帽子”，更不是在中國高校中劃分“三六九等”。新階段“雙一流”建設(shè)應(yīng)當堅持以學(xué)科為基礎(chǔ)，淡化身份色彩，探索自主特色發(fā)展新模式，引導(dǎo)各高校在各具特色的優(yōu)勢領(lǐng)域和方向上創(chuàng)建一流。第二輪建設(shè)名單不再區(qū)分一流大學(xué)建設(shè)高校和一流學(xué)科建設(shè)高校，將探索建立分類發(fā)展、分類支持、分類評價建設(shè)體系作為重點之一，引導(dǎo)建設(shè)高校切實把精力和重心聚焦有關(guān)領(lǐng)域、方向的創(chuàng)新與實質(zhì)突破上，創(chuàng)造真正意義上的世界一流。
此外，為增強建設(shè)動力，完善約束機制，對首輪建設(shè)成效并未完全達到預(yù)期、相比同類學(xué)科在整體發(fā)展水平、可持續(xù)發(fā)展能力和成長提升程度方面相對偏后的部分學(xué)科給予了警示，相關(guān)學(xué)科應(yīng)加強整改，2023年接受再評價，屆時未通過的，將調(diào)出建設(shè)范圍。
As a flagship initiative to boost the high-quality development of China's higher education sector, its first stage was launched in 2016 and finished in 2020. Based on the monitoring statistics, results, and evaluation of the previous stage, a total of 147 universities and a range of disciplines have been selected in the second stage after optimized procedures and expert reviews.
The second stage will guide universities to achieve the highest standard in fields in which they have a competitive edge and focus on exploring and building category-based development, supporting and appraisal systems, said the ministry.
Through the initiative, universities will be guided to make innovations in relevant fields and directions and achieve substantial breakthroughs. They will be encouraged to build themselves into world-class universities, said the ministry.
2017年9月21日，教育部、財政部、國家發(fā)展改革委公布世界一流大學(xué)和一流學(xué)科（簡稱“雙一流”）建設(shè)高校及建設(shè)學(xué)科名單，共有137所高校入圍。其中，一流大學(xué)建設(shè)高校共計42所,一流學(xué)科建設(shè)高校共計95所。
“雙一流”（"Double First-Class" initiative）是黨中央、國務(wù)院作出的重大戰(zhàn)略決策。到2020年，若干所大學(xué)和一批學(xué)科進入世界一流行列（a number of universities and disciplines are developed into world-class ones），若干學(xué)科進入世界一流學(xué)科前列（a number of disciplines are in the leading position among world-class disciplines）；到本世紀中葉，一流大學(xué)和一流學(xué)科的數(shù)量和實力進入世界前列（the number and capability of first-class universities and disciplines ranks among the best in the world），基本建成高等教育強國（make China an international higher education power）。
據(jù)悉，《關(guān)于深入推進世界一流大學(xué)和一流學(xué)科建設(shè)的若干意見》也于近日由教育部、財政部、國家發(fā)展改革委印發(fā)，明確了“雙一流”建設(shè)的新方位、新使命、新要求。
