據(jù)新華網(wǎng)報道，聯(lián)合國大會第11屆緊急特別會議2日就有關(guān)國家提出的烏克蘭問題決議草案進行表決。表決中141位成員投票贊成決議草案，5票反對，35票棄權(quán)。由于贊成票超過有效票三分之二，因此這項由烏克蘭等超過90國共同提交的烏克蘭局勢決議草案獲得通過。俄羅斯、敘利亞、白俄羅斯、朝鮮、厄立特里亞投票反對。

張軍表示，烏克蘭局勢仍在急劇變化，形勢發(fā)展令人痛心。中方在烏克蘭問題上的基本立場是一貫、明確的。中方始終主張尊重各國主權(quán)和領(lǐng)土完整，根據(jù)聯(lián)合國憲章宗旨和原則和平解決國際爭端。當前最重要的是盡可能緩解現(xiàn)地局勢，避免沖突升級甚至失控。俄羅斯同烏克蘭已經(jīng)舉行首輪談判，盡管存在分歧，雙方都表現(xiàn)出繼續(xù)推進談判的意愿。中方對此表示歡迎。面對十分復(fù)雜敏感的形勢，中方再次呼吁國際社會堅持政治解決大方向，為當事方直接對話談判創(chuàng)造有利氛圍和條件。
張軍指出，聯(lián)合國和有關(guān)各方采取的任何行動，都要以地區(qū)和平穩(wěn)定為重，以各方普遍安全為重，為緊張局勢降溫、推動外交解決起到正面作用。

張軍表示，遺憾的是，剛才提交本次緊急特別聯(lián)大表決的這項決議草案，事先沒有在全體會員國范圍內(nèi)進行充分磋商，沒有全面考慮當前危機背后的歷史經(jīng)緯和復(fù)雜矛盾，沒有強調(diào)安全不可分割原則的重要性，也沒有突出推動政治解決、加大外交努力的緊迫性。這些都與中方一貫堅持的立場主張不符，中方不得不對決議草案投了棄權(quán)票。

張軍強調(diào)，烏克蘭危機的最終解決，還是要摒棄冷戰(zhàn)思維，摒棄以損害他國安全為代價維護自身安全的邏輯，摒棄以擴張軍事集團謀求地區(qū)安全的做法，要在重視和尊重各國合理安全關(guān)切基礎(chǔ)上，通過談判形成均衡、有效、可持續(xù)的歐洲安全機制。一味施壓制裁，制造分裂對抗，只會導(dǎo)致局面更加復(fù)雜，使危機消極影響迅速外溢，甚至波及更多國家。中方呼吁國際社會本著負責任態(tài)度，推動有關(guān)各方盡快回到政治解決的軌道上來，通過對話協(xié)商尋求烏克蘭問題的全面解決。中方愿繼續(xù)為此發(fā)揮建設(shè)性作用。
