The Security Council convened the session at Russia's request to discuss alleged military biological research by the U.S. in Ukraine. Russia said there is a network of biological laboratories in Ukraine working on behalf of the U.S. Department of Defense that forms part of America's biological weapons program.
Washington has dismissed the accusation as "laughable," suggesting that Russia may be laying the groundwork to use a chemical or biological weapon. But U.S. Undersecretary of State for Political Affairs Victoria Nuland last Tuesday acknowledged that "Ukraine has biological research facilities."

Russia on Thursday accused the United States of funding research into the development of biological weapons in Ukraine.Russian Defence Ministry spokesman Igor Konashenkov said in a televised briefing that "the purpose of this — and other Pentagon-funded biological research in Ukraine — was to establish a mechanism for the stealthy spread of deadly pathogens."
俄塔斯社援引俄國防部消息，科納申科夫表示，經(jīng)過對獲取的烏克蘭生物實驗室相關文件的分析，俄方發(fā)現(xiàn)美方計劃于2022年在烏克蘭開展鳥類、蝙蝠及爬行動物病原體研究，并逐步轉(zhuǎn)入研究這些動物攜帶非洲豬瘟和炭疽病毒的可能性，實驗目的是“為致命病毒病原體的隱蔽傳播建立機制”。他指出，俄國防部近期將公布新一批從烏克蘭生物實驗室工作人員處獲取的文件，并將提供專家鑒定結果。
俄軍輻射、化學和生物防護部隊司令基里洛夫同日表示，俄國防部已獲得有關美方在烏克蘭生物實驗室研究如何通過候鳥傳播極危險病毒的信息，同時美方也曾在烏實驗室進行過將蝙蝠作為生物武器載體的項目，經(jīng)證實140多個裝有蝙蝠體外寄生蟲的容器已從哈爾科夫生物實驗室被轉(zhuǎn)移至國外。
According to the news release, experts of the Russian Nuclear, Biological and Chemical Defense Force found evidence that the laboratories had been working with dangerous pathogens such as anthrax, the plague and Malta fever among others as well as carrying out experiments using bat coronavirus samples. More than 140 containers with ectoparasites of bats were taken from a biolaboratory in Kharkov abroad, chief of Russia’s radiation, chemical and biological protection force, Igor Kirillov, said on Thursday.

"Ukraine has biological research facilities which in fact we are quite concerned Russian troops, Russian forces, may be seeking to gain control of, so we are working with the Ukrainians on how they can prevent any of those research materials from falling into the hands of Russian forces should they approach," Undersecretary of State for Political Affairs Victoria Nuland said.

The head of the U.S. intelligence community said Thursday that biolabs in Ukraine do not produce weapons or conduct dangerous research. Director of National Intelligence Avril Haines told the Senate Intelligence Committee that Ukraine "operates a little over a dozen" biolabs for biodefense and public health response. She said the U.S. has, at least in the past, "provided assistance" to the labs "in the context of biosafety."

If the US wants to prove its innocence, why doesn’t it open up these bio-labs for independent investigations by international experts?"
