Ukrainian President Volodymyr Zelensky said on Tuesday that the North Atlantic Treaty Organization (NATO) "open door" policy had not worked for Ukraine. "For years we've heard about 'open doors,' but now we are hearing that we can't enter those doors, and we have to admit it. I am glad that our people are beginning to understand this and rely on themselves and on our partners who help us," Zelensky was quoted as saying.
澤連斯基再次對北約拒絕在烏設禁飛區(qū)表示失望，稱《北大西洋公約》“集體防御條款”形同虛設。此外，之前由于“技術暫停”的俄烏談判繼續(xù)進行。烏克蘭談判代表、烏總統(tǒng)辦公室顧問波多利亞克15日在社交媒體發(fā)布聲明說，烏俄談判16日將繼續(xù)進行。他說，雖然當天談判過程“非常困難和膠著”，雙方存在“根本性的矛盾”，但磋商余地依然存在。
俄羅斯：制裁拜登
據俄羅斯塔斯社15日援引俄羅斯外交部聲明報道，俄方當天宣布對美國總統(tǒng)喬•拜登等美國政要及個人實施制裁。俄方針對美方的個人制裁名單共包括13人。除拜登外，美國務卿布林肯、國防部長奧斯汀、前國務卿希拉里以及拜登兒子亨特•拜登等人也被列入制裁名單。
The Russian Foreign Ministry on Tuesday announced sanctions against 13 Americans including President Joe Biden, his son Hunter and former secretary of state Hillary Clinton. Also sanctioned are Secretary of State Antony Blinken, Defense Secretary Lloyd Austin and General Mark Milley, the chairman of the Joint Chiefs of Staff.

Russia on Tuesday sent a notice of withdrawal from the Council of Europe to the organization's Secretary General Marija Pejcinovic Buric, Russian Foreign Ministry said. "The states of NATO (North Atlantic Treaty Organization) and the European Union, abusing their majority in the Council of Europe, are consistently turning this organization into an instrument of anti-Russian policy, refusing equal dialogue and all the principles on which this pan-European structure was created," the ministry said in a statement. Nevertheless, Russia remains open to pragmatic and equal interaction with the members of the Council of Europe on issues of mutual interest, it added.
美國：8億美元安保援助

Biden is expected to announce an additional $800 million in security assistance to Ukraine on Wednesday, a White House official told CNN, bringing the total to $1 billion announced in just the last week.
知情人士稱，這一波軍援包括反坦克導彈和更多美軍此前已經提供的防御性武器，包括“標槍”反坦克導彈和“毒刺”防空導彈。
The package of military assistance will include anti-tank missiles and more of the defensive weapons that the US has already been providing, including Javelin anti-tank and Stinger anti-aircraft missiles, officials familiar with the plans said.

The $800 million in security assistance comes from the massive spending bill the President signed into law on Tuesday, which includes $13.6 billion total in new aid to Ukraine.
