據(jù)新華社報道，俄羅斯和烏克蘭代表團(tuán)28日抵達(dá)土耳其最大城市伊斯坦布爾，雙方29日將在該地舉行閉門談判。
而在談判前，雙方針對俄烏局勢的表態(tài)就已備受關(guān)注。
澤連斯基：準(zhǔn)備接受“中立無核地位”
澤連斯基27日在接受俄媒體采訪時表示，如果有關(guān)國家同意就安全保障問題簽署書面協(xié)議，烏方愿接受國家中立地位和無核化，并將在未來數(shù)月就中立地位等問題舉行公投。他同時強(qiáng)調(diào)，只有在俄軍完全撤出烏領(lǐng)土情況下才有可能舉行公投。
Ukraine is ready to accept a neutral status as part of a peace deal with Russia, Ukrainian President Volodymyr Zelensky said on Sunday in an interview with Russian independent journalists. "Security guarantees and the neutral, non-nuclear status of our state. We are ready to accept this. This is the most important point," Zelensky said. Any agreement would have to be put to the Ukrainian people in a referendum, he said. He said no peace deal would be possible without a ceasefire and troop withdrawals.
BBC報道稱，“中立”意味著該國不會與其他國家進(jìn)行軍事結(jié)盟。此外，澤連斯基稱達(dá)成協(xié)議需要與俄羅斯總統(tǒng)普京進(jìn)行面對面的會見，安全保障對于確保烏克蘭不遭受攻擊至關(guān)重要。
Neutrality means a country does not ally itself militarily with others. Zelensky said that any potential agreement would require a face-to-face meeting with President Putin and that effective security guarantees that Ukraine would not come under attack were essential.
澤連斯基表示，如果俄羅斯僅僅尋求“烏克蘭去納粹化”，他將不會坐下來和俄方談判。烏克蘭方面與俄羅斯的談判中完全不會討論“去納粹化”和“非軍事化”的話題。
Zelensky told the Russian journalists he would refuse to sit down with Russia's negotiators if they seek to solely discuss the "denazification" of Ukraine. He said Ukraine will not discuss the terms "denazification" and "demilitarization" at all during talks with Russia.
而對于俄烏之間的談判，澤連斯基稱必須保證烏克蘭主權(quán)和領(lǐng)土完整，烏方在會談中的目標(biāo)很明確，即在國內(nèi)盡快實(shí)現(xiàn)和平并恢復(fù)正常生活。
"Our goal is obvious — peace and the restoration of normal life in our native state as soon as possible," Zelensky said. Zelensky listed Ukraine's sovereignty, territorial integrity and effective security guarantees as other top Kiev priorities at the talks.
俄方：總統(tǒng)會面需澄清所有關(guān)鍵問題
俄羅斯外長拉夫羅夫在28日表示，俄烏雙方在一系列視頻談判后將舉行面對面談判。俄方希望談判能夠取得成功。
"These negotiations are ongoing. They will be resumed today-tomorrow in Istanbul in-person after a series of video conferences," Russian Foreign Minister Sergey Lavrov said. "And we are interested that these negotiations would bring a result and that this result would achieve our fundamental goals," he said.
塔斯社報道稱，拉夫羅夫稱，當(dāng)所有關(guān)鍵問題得到澄清后，澤連斯基與普京的會面是必需的。拉夫羅夫表示，
"A meeting [between Putin and Zelensky] is needed as soon as we have clarity on all key issues," the diplomacy chief stated.
俄羅斯總統(tǒng)新聞秘書佩斯科夫則在接受美媒PBS采訪時表示，烏克蘭特別軍事行動的任何行動結(jié)果都不是使用核武器的理由。
“Any outcome of the operation (in Ukraine), of course, is not a reason for usage of a nuclear weapon,” Kremlin spokesman Dmitry Peskov said.
他指出，俄方在烏克蘭開始特別軍事行動之前，北約一直“面帶微笑（with a smile on its face）”但卻不停地采取損害俄在安全領(lǐng)域合法利益的做法。俄方無意入侵北約成員國領(lǐng)土或者對其進(jìn)行打擊（We do not want to think about that.）。但佩斯科夫也在采訪中強(qiáng)調(diào)，“不要把俄羅斯逼到角落里”。
