世界衛(wèi)生組織總干事譚德塞23日宣布，目前已在75個國家和地區(qū)傳播的猴痘疫情已構成“國際關注的突發(fā)公共衛(wèi)生事件”，這是世衛(wèi)組織當前可以發(fā)布的最高級別公共衛(wèi)生警報。

The World Health Organization (WHO) officially declared on Saturday that the current multi-country monkeypox outbreak has already turned into a public health emergency of international concern (PHEIC). After reconvening the WHO Emergency Committee on Thursday concerning the monkeypox outbreak, WHO Direcotr-General Tedros Adhanom Ghebreyesus made the decision at a press briefing on Saturday to sound the highest level of alert that the global health authority can issue for the time being.

譚德塞于21日第二次召集世衛(wèi)組織緊急委員會開會討論多國猴痘疫情，但委員會當時未能就該疫情是否構成“國際關注的突發(fā)公共衛(wèi)生事件”達成共識。在23日的記者會上，譚德塞仍決定宣布將猴痘疫情警報提高至這一最高級別。譚德塞介紹，做出這一決定時需考慮五個因素。

Tedros said while the committee was unable to reach a consensus, he came to the decision after considering the five elements required on deciding whether an outbreak constitutes a public health emergency of international concern.

首先，各國提供的信息顯示，猴痘病毒已迅速蔓延到許多以前從沒出現(xiàn)過病例的國家；

First, the information provided by countries shows that this virus has spread rapidly to many countries that have not seen it before;

其次，《國際衛(wèi)生條例》規(guī)定的宣布“國際關注的突發(fā)公共衛(wèi)生事件”三項標準，猴痘疫情都已滿足；

Second, the three criteria for declaring a PHEIC under the International Health Regulations have been met;

第三，緊急委員會雖未達成共識，但已為總干事的決定提供支撐；

Third, the advice of the Emergency Committee, even without a consensus;

第四，有關猴痘的科學原則、證據和其他相關信息目前還不充分，尚存許多未知數；

Fourth, scientific principles, evidence and other relevant information which are currently insufficient and leave us with many unknowns;

第五，猴痘對人類健康造成風險，可能形成國際傳播，對國際交通也有潛在干擾。

Fifth, the risk to human health, international spread, and the potential for interference with international traffic.

世衛(wèi)組織說，猴痘病例常多發(fā)于西非和中非地區(qū)。而在過去數周內，多個歐美國家報告了多起猴痘病毒集群病例。目前多個國家報告的確診和疑似病例卻沒有任何猴痘流行地區(qū)旅行史，這種情況并不正常。

According to WHO, endemic monkeypox disease is normally geographically limited to West and Central Africa. Multiple clusters of the monkeypox virus have been reported within the past few weeks in several European countries and North America, which are regions where the virus is not normally found. The identification of confirmed and suspected cases of monkeypox without any travel history to an endemic area in multiple countries is atypical.

關于防止猴痘疫情傳入我國的公告

7月24日，海關總署發(fā)布“關于防止猴痘疫情傳入我國的公告”。公告顯示：

根據世界衛(wèi)生組織（WHO）通報，今年已有75個國家報告了超過16000例猴痘病例，WHO已宣布猴痘疫情為國際關注的突發(fā)公共衛(wèi)生事件。為防止猴痘疫情傳入我國，保護出入境人員的健康安全，根據《中華人民共和國國境衛(wèi)生檢疫法》及其實施細則等法律法規(guī)的規(guī)定，現(xiàn)發(fā)布公告如下：

一、來自猴痘疫情發(fā)生國家的人員，如接觸過猴痘病例或出現(xiàn)發(fā)熱、頭痛、肌肉酸痛、背痛、淋巴結腫、面部和身體大范圍皮疹等癥狀，入境時應主動向海關申報，海關衛(wèi)生檢疫人員將按規(guī)定程序采取醫(yī)學措施并開展采樣檢測。

二、來自猴痘疫情發(fā)生國家且有染疫或染疫嫌疑的交通運輸工具的承運人以及集裝箱、貨物的貨主等責任人，應按規(guī)定程序實施衛(wèi)生處理。

三、海關將依據疫情進展，實時動態(tài)調整口岸防控措施。

本公告自發(fā)布之日起生效，有效期6個月。
