今年夏天,全球多地出現(xiàn)炎熱天氣和嚴(yán)重旱情,其中英國遭遇了40攝氏度的高溫和低于歷史水平的降水記錄。面對(duì)這樣的情況,英國環(huán)境署署長詹姆斯·貝文給出了自己的建議,他希望勸導(dǎo)民眾喝廢水污水凈化而來的飲用水,還說“別太脆弱(less squeamish)”。 當(dāng)?shù)貢r(shí)間8月28日,貝文在《星期日泰晤士報(bào)》刊文,稱“飲用循環(huán)污水才是未來”。他在文章中提出了英國政府、水務(wù)公司以及普通民眾應(yīng)該采取的措施,避免嚴(yán)重旱情。
Writing in the Sunday Times, James Bevan, the boss of the Environment Agency, outlined measures the government, water companies and ordinary people should be taking to avoid severe droughts. 他說道,“對(duì)于飲用水的來源問題,我們別太脆弱。部分解決方案在于對(duì)污染水的再處理,使其成為飲用水,完全安全又健康,就是很多人不喜歡。” He said: “We will need to be less squeamish about where our drinking water comes from. The more we take, the more we drain those sources and put stress on nature and wildlife.” “我們應(yīng)該把水視作寶貴的資源,而不是免費(fèi)的東西。” “We need to treat water as a precious resource, not a free good. ” 而這些“不受歡迎”的舉措其實(shí)在英國已經(jīng)由來已久。據(jù)英國《地鐵報(bào)》報(bào)道,泰晤士水務(wù)公司在北倫敦恩菲爾德的一家試驗(yàn)車間進(jìn)行實(shí)驗(yàn)后,于2013年宣布將廁所廢水循環(huán)凈化為自來水的計(jì)劃。希望在2025年形成循環(huán)復(fù)用水的計(jì)劃,以此來應(yīng)對(duì)倫敦的水資源短缺問題。 These “unpopular” measures have already been long in the making in Britain. In 2013, Thames Water announced plans to recycle toilet waste into tap water after conducting experiments at a test plant in Enfield, north London. It hoped to have a wastewater recycling scheme ready by 2025 to take action on the capital’s water deficit. 此言一出,貝文隨即登上各大外媒,“別太脆弱”刷屏……
貝文的此番言論也引起了外國網(wǎng)友的爭(zhēng)議。 “當(dāng)環(huán)境局的頭兒說英國人對(duì)待飲用污水應(yīng)該“別太脆弱”的時(shí)候,你就應(yīng)該知道我們有麻煩了。”
“如果水務(wù)公司開始嚴(yán)肅解決漏水和污水傾倒問題,我對(duì)于飲用循環(huán)污水會(huì)感覺好一些。在那之前,這些聽上去都像是指責(zé)我們這些受害者。”

《衛(wèi)報(bào)》報(bào)道稱,貝文2015年成為英國環(huán)境署署長,他在文章中還呼吁政府“展現(xiàn)政治意愿”實(shí)施改變,號(hào)召公眾力所能及減少廢水。 Bevan, who has been chief executive of the Environment Agency since 2015, called on the government to “show political will” to make changes and also called on members of the public to do their bit to help reduce water waste.
據(jù)英國天空新聞報(bào)道,就在貝文上述言論前不久,4臺(tái)新聞?lì)l道的調(diào)查發(fā)現(xiàn),全英國超過870條管道在未經(jīng)允許的情況下傾倒污水。其中超過200條確定是水務(wù)公司使用的。 James's comments come as a Channel 4 News investigation found more than 870 water pipes in the UK could be dumping sewage without permits.
