據(jù)新華社報道，英國副首相兼司法大臣多米尼克·拉布21日宣布辭職，原因是一項獨立調(diào)查認定兩起針對他“職場霸凌”的舉報成立。

UK Deputy Prime Minister Dominic Raab resigned on Friday, one day after an independent report into allegations that he bullied staff members while working at several government departments. Raab also resigned from his post of secretary of state for justice.

 

 

英國首相蘇納克20日上午收到了針對拉布8項正式舉報的相關(guān)調(diào)查報告。那些舉報指認拉布擔任司法大臣、外交大臣以及“脫歐”事務大臣期間欺辱同事。調(diào)查從去年11月開始。按照拉布在辭職信中所說，調(diào)查報告認定兩項舉報成立，駁回另外6項舉報。

An inquiry was requested by Raab in November last year following formal complaints about his bullying behavior when dealing with civil servants. 
 

認定拉布有“霸凌”行為的兩項舉報中，一項涉及他2019年至2021年任外交大臣期間一次工作會議上的言行。
 

報告稱，他在評估一名高級外交官處理英國與歐盟就直布羅陀事務談判的表現(xiàn)時，展現(xiàn)“不可理喻、持續(xù)的攻擊性行為”。另一項則涉及他任司法大臣期間與政策官員開會時的表現(xiàn)，報告說他“給出批評性反饋時的表現(xiàn)超出必要或適當范圍”，“對于已完成的工作質(zhì)量給予非建設性的批評，具有侮辱性”。

Raab had "acted in a way which was intimidating, in the sense of unreasonably and persistently aggressive conduct in the context of a work meeting". Raab "acted in a manner which was intimidating, in the sense of going further than was necessary or appropriate in delivering critical feedback". Raab was "also insulting, in the sense of making unconstructive critical comments about the quality of work done."
 

不過，拉布否認自己曾有“霸凌下屬”的行為。在辭職信中，他表示調(diào)查結(jié)論“有缺陷（flawed）”，他作為內(nèi)閣大臣只不過是從“進度、標準和挑戰(zhàn)”方面對下屬工作提出要求，無意施壓或冒犯對方（ unintended stress or offence that any officials felt, as a result of the pace, standards and challenge）。
 

他引用報告內(nèi)容中的話說，他“在四年半的時間里，沒有一次對任何人咒罵或大喊大叫，更不用說扔東西或以其他方式恐嚇任何人，也沒有故意貶低任何人”。

“I had not once, in four and a half years, sworn or shouted at anyone, let alone thrown anything or otherwise physically intimidated anyone, nor intentionally sought to belittle anyone. ”
 

他認為，調(diào)查結(jié)論“把霸凌門檻拉得如此之低”，“開了一個危險先例”。

In his resignation posted on Twitter, however, Raab hit out at the inquiry, saying: "In setting the threshold for bullying so low, this inquiry has set a dangerous precedent. "
 

拉布說，辭職是為了“履行承諾”，因為自己說過一旦調(diào)查認定“霸凌”舉報成立，他就辭職。
 

首相蘇納克則在回信中稱，“帶著巨大悲傷（with great sadness）”接受辭職。
 

值得注意的是，此前英國媒體還報道拉布“拒絕辭職（refuse to resign）”，“為政治生涯一搏（fight for his political life ）”等等。
 

而在聲明發(fā)布后，《衛(wèi)報》認為拉布在憤怒中退出，報道稱其“被迫辭職”。
