Every year, the Government Work Report is one of the highlights in the headline-making meetings of the National People’s Congress in Beijing.
每年在京召開的全國人民代表大會會議都備受關(guān)注，而政府工作報(bào)告則是其中的一大亮點(diǎn)。

This year, the NPC annual meeting opened on May 22. In front of nearly 3,000 NPC deputies who gathered at the Great Hall of the People, Premier Li Keqiang delivered the Government Work Report, which is “both a report card and a roadmap”, according to Xinhua.
今年，一年一度的全國人民代表大會會議于5月22日開幕。李克強(qiáng)總理向齊聚人民大會堂的近3000名全國人大代表，作政府工作報(bào)告。新華社指出，這“既是一份成績單，也是一張路線圖“。

Different from previous years, China has not set a GDP growth target for this year and will take several forceful financial measures to shore up the economy, which has been hit by the COVID-19 pandemic.
不同于往年的是，我國今年并未提出全年經(jīng)濟(jì)增速具體目標(biāo)，將采取幾項(xiàng)強(qiáng)有力的金融措施，用以支持受新冠肺炎疫情重創(chuàng)的經(jīng)濟(jì)。

“This is because our country will face some factors that are difficult to predict in its development due to the great uncertainty regarding the COVID-19 pandemic and the world economic and trade environment,” Premier Li said.
“主要因?yàn)槿蛞咔楹徒?jīng)貿(mào)形勢不確定性很大，我國發(fā)展面臨一些難以預(yù)料的影響因素，”李克強(qiáng)總理表示。

Though setting no specific economic growth target for 2020, China will work to ensure achieving the development goals of winning the battle against poverty and completing the building of a moderately prosperous society in all respects this year.
盡管我國并未提出2020年經(jīng)濟(jì)增速具體目標(biāo)，但今年將確保完成決戰(zhàn)決勝脫貧攻堅(jiān)目標(biāo)任務(wù)，全面建成小康社會。

The nation will focus on “ensuring stability on the six fronts and security in the six areas” this year, the premier said.
我國今年將集中精力“抓好‘六穩(wěn)’、‘六?！埃羁藦?qiáng)總理表示。

“Stability on the six fronts” refers to employment, finance, foreign trade, foreign investment, domestic investment and market expectations. “Security in the six areas” refers to safeguarding employment, people’s livelihoods, the development of market entities, food and energy security, the stable operation of industrial and supply chains and the smooth functioning of society.
“六穩(wěn)”即穩(wěn)就業(yè)、穩(wěn)金融、穩(wěn)外貿(mào)、穩(wěn)外資、穩(wěn)投資、穩(wěn)預(yù)期?！傲！敝傅氖潜＞用窬蜆I(yè)、?；久裆?、保市場主體、保糧食能源安全、保產(chǎn)業(yè)鏈供應(yīng)鏈穩(wěn)定、保基層運(yùn)轉(zhuǎn)。

By implementing those policies, “we will be able to keep the fundamentals of the economy stable”, Li said.
通過實(shí)施這些政策，“我們就能穩(wěn)住經(jīng)濟(jì)基本盤”，李克強(qiáng)說道。

To bolster employment, Premier Li Keqiang urged local governments to adopt all possible measures to cope with the job loss caused by the COVID-19 pandemic. Considering the situation, China will set a target of creating over 9 million new urban jobs this year, he said. To stabilize employment, more than 35 million vocational skill training opportunities will be provided and enrollment in vocational colleges will increase by 2 million this year and the next.
為支持就業(yè)，李克強(qiáng)總理要求各地促就業(yè)舉措要應(yīng)出盡出，拓崗位辦法要能用盡用，以應(yīng)對因新冠肺炎疫情所造成的失業(yè)?？紤]到這一情況，我國確定了今年城鎮(zhèn)新增就業(yè)900萬人以上的目標(biāo)。為穩(wěn)定就業(yè)，今明兩年職業(yè)技能培訓(xùn)將達(dá)3500萬人次以上，高職院校擴(kuò)招200萬人。

The report also highlighted targets to improve people’s livelihoods. Pollution will be curbed in a law-based, scientific and targeted way and illegal hunting and trading of wild animals will be severely punished.
政府工作報(bào)告還強(qiáng)調(diào)了改善民生的目標(biāo)。突出依法、科學(xué)、精準(zhǔn)治污，嚴(yán)懲非法捕殺、交易野生動物行為。

At the end of the report, Li concluded that “the Chinese nation has never been daunted in the face of difficulties or obstacles. The Chinese people today have the ability and resolve to overcome all challenges before us”.
報(bào)告最后，李克強(qiáng)總結(jié)道：“中華民族向來不畏艱難險(xiǎn)阻，當(dāng)代中國人民有戰(zhàn)勝任何挑戰(zhàn)的堅(jiān)定意志和能力”。
