Xia Xingyu asked his parents to buy him a German camera but was refused. It’s expensive. Then the 17-year-old from Anhui was told to wait, until the province’s first free trade zone (FTZ) is set up. Buying the camera there will cost much less, he hopes.

On Sept 21, China released plans for three new pilot FTZs and an expanded one. The three new FTZs are in Beijing, Anhui and Hunan, while the expanded one is in Zhejiang. This will increase the total number of the country’s FTZs to 21.
9月21日，我國公布了新設(shè)三個(gè)自貿(mào)區(qū)以及擴(kuò)展一個(gè)自貿(mào)區(qū)的方案。三個(gè)新自貿(mào)區(qū)位于北京、安徽與湖南，而進(jìn)行擴(kuò)展的自貿(mào)區(qū)則位于浙江。由此，中國自貿(mào)區(qū)總數(shù)將增至21個(gè)。

The FTZ is a special designated area where normal trade barriers, such as tariffs, are removed. FTZs not only help companies save money, but favorable policies, like tax benefits, help attract new business and foreign investment.
自貿(mào)區(qū)指的是不設(shè)關(guān)稅等正常貿(mào)易壁壘的特設(shè)區(qū)。自貿(mào)區(qū)不光能令企業(yè)節(jié)省資金，其中的優(yōu)惠政策，如稅收優(yōu)惠等，也有助于吸引新企業(yè)與外資。

Building FTZs is an important part of China’s strategy to further develop the nation. Since the first FTZ was set up in 2013, this effort has proven fruitful. Even amid an economic downturn this year, China’s pilot FTZs attracted robust foreign investment and trade in the first seven months. During this period, these FTZs reported an actual use of foreign investment of over 90 billion yuan, according to the Global Times.
設(shè)立自貿(mào)區(qū)是我國深化發(fā)展的一大重要戰(zhàn)略。自2013年我國設(shè)立首個(gè)自貿(mào)區(qū)以來，成果頗豐。盡管今年經(jīng)濟(jì)下行壓力大，但我國的自由貿(mào)易試驗(yàn)區(qū)在今年前七個(gè)月依然吸引了強(qiáng)健的外資與貿(mào)易。據(jù)《環(huán)球時(shí)報(bào)》報(bào)道，在此期間，這些自貿(mào)區(qū)實(shí)際利用外資達(dá)900億元以上。

Generally, FTZs are organized around seaports and international airports. All of the businesses located in FTZs, such as stores and restaurants, benefit from the policies. For example, the price of an imported car sold in an FTZ is nearly 30 percent cheaper than the market price, according to Xinhua. In addition, FTZs can offer better medical services in foreign-funded hospitals. These areas will also open up more job opportunities in foreign-funded companies.
通常，自貿(mào)區(qū)都設(shè)在港口或國際機(jī)場(chǎng)附近。自貿(mào)區(qū)內(nèi)的所有企業(yè)，如商店、餐廳等，都受益于自貿(mào)區(qū)的政策。比如，據(jù)新華社報(bào)道，自貿(mào)區(qū)內(nèi)銷售的一輛進(jìn)口車價(jià)格比市場(chǎng)價(jià)便宜將近30%。此外，自貿(mào)區(qū)還能在外資醫(yī)院中提供更好的醫(yī)療服務(wù)。這些區(qū)域還會(huì)為外資企業(yè)提供更多的工作機(jī)會(huì)。

Establishing more FTZs “shows that China hopes to promote a higher-level opening-up”, said Zhou Mi from the Ministry of Commerce.

From the coastal areas to the central inland regions, each of the three new FTZs has its own strategic development goals.
從沿海地區(qū)到中部內(nèi)陸地區(qū)，這三個(gè)新設(shè)的自貿(mào)區(qū)都有其各自的戰(zhàn)略發(fā)展目標(biāo)。

For instance, the Beijing pilot FTZ will focus on trade in services and include a pilot area for the digital economy. Hunan’s FTZ aims to build a world-class advanced manufacturing hub. The pilot FTZ in Anhui will promote more scientific and technological innovation.
比如，北京自由貿(mào)易試驗(yàn)區(qū)將關(guān)注服務(wù)貿(mào)易，并內(nèi)設(shè)一個(gè)數(shù)字經(jīng)濟(jì)試驗(yàn)區(qū)。湖南自貿(mào)區(qū)力圖打造世界級(jí)先進(jìn)制造中心。安徽自由貿(mào)易試驗(yàn)區(qū)將推動(dòng)科技創(chuàng)新。

Moreover, combined with its geographic advantage, Hunan’s FTZ plays an important role in the trade corridor linking the Yangtze River Economic Belt and the Guangdong-Hong Kong-Macao Greater Bay Area, while Anhui’s FTZ will promote the development of the Yangtze River Delta.
此外，結(jié)合其地理優(yōu)勢(shì)，湖南自貿(mào)區(qū)會(huì)發(fā)揮重要作用，成為聯(lián)通長江經(jīng)濟(jì)帶和粵港澳大灣區(qū)的貿(mào)易走廊，而安徽自貿(mào)區(qū)將推動(dòng)長江三角洲的發(fā)展。
