Since 1953, China started making five-year plans for social and economic development. The most recent one is the 13th Five-Year Plan, which was enacted in 2016.
我國自1953年以來開始制定社會(huì)經(jīng)濟(jì)發(fā)展的五年規(guī)劃。最近的一次為2016年起實(shí)施的“十三五”規(guī)劃。

In September, when President Xi Jinping, also general secretary of the Communist Party of China (CPC) Central Committee, inspected Hunan province, he said the country is about to accomplish major goals and tasks set out in the 13th Five-Year Plan and is set to embark on a journey to fully build a modern socialist country.
今年九月，習(xí)近平總書記在湖南考察時(shí)強(qiáng)調(diào)，我們即將勝利完成“十三五”規(guī)劃主要目標(biāo)任務(wù)，乘勢而上開啟全面建設(shè)社會(huì)主義現(xiàn)代化國家新征程。

Over the past five years, China has made historic progress.
在過去的五年間，我國取得了歷史性的進(jìn)步。

China now has the world’s largest middle-income population and is set to end absolute poverty. Its economy has grown close to 100 trillion yuan with a per capita GDP exceeding 70,000 yuan. Transitioning from a phase of rapid growth, China’s economy has been at a stage of high-quality development.
如今，中國擁有全球規(guī)模最大的中等收入群體，即將消除絕對貧困。我國的經(jīng)濟(jì)總量即將突破100萬億元，人均國內(nèi)生產(chǎn)總值超過7萬元。中國的經(jīng)濟(jì)已從高速增長期進(jìn)入高質(zhì)量發(fā)展階段。

In the wake of the COVID-19 pandemic, China’s economic recovery has picked up steam. As the International Monetary Fund noted, China could be the only major economy to see growth this year.
新冠肺炎疫情過后，中國經(jīng)濟(jì)逐漸恢復(fù)加速。正如國際貨幣基金組織所指出，中國將是今年唯一增長的主要經(jīng)濟(jì)體。

High-quality development has also been made in other areas. Over the past five years, there have been improvements in the environment. The pollution control goals set out in the 13th Five-Year Plan have been met. Clean energy such as electricity has been used to replace coal. Urban residents now breathe in unpolluted air for 82 percent of the days in a year.
高質(zhì)量發(fā)展也體現(xiàn)在了其他領(lǐng)域。在過去的五年間，環(huán)境也有所改善?！笆濉币?guī)劃中提出的污染物總量控制目標(biāo)已經(jīng)實(shí)現(xiàn)。電力等清潔能源取代了煤炭。如今，城鎮(zhèn)居民一年中有82%的時(shí)間都能呼吸到清新的空氣。

Technological innovation has been given more attention. In 2019, China’s research and development (R&D) spending reached 2.21 trillion yuan, up from 1.42 trillion yuan in 2015. China now owns 45 percent of the top 500 supercomputers in the world and the largest number of patents in 5G telecommunication technology.
科技創(chuàng)新也獲得了更多關(guān)注。我國全社會(huì)研發(fā)經(jīng)費(fèi)支出從2015年的1.42萬億元增長到2019年的2.21萬億元。如今，中國部署的超級計(jì)算機(jī)數(shù)量占全球超級計(jì)算機(jī)500強(qiáng)的45%，并在5G通信技術(shù)方面擁有數(shù)量最多的專利。

More importantly, the Chinese government has been working on bettering people’s standard of life.
更重要的是，我國政府一直在致力于改善民生。

Over 95 percent of the population is covered by basic health insurance plans. In the nine-year compulsory education stage, the number of dropouts due to poverty fell to zero. In the war against COVID-19, the Chinese leadership has taken all efforts to save people’s lives, not giving up on any life and covering all medical costs for treating confirmed coronavirus patients.
我國基本醫(yī)療保險(xiǎn)參保覆蓋面穩(wěn)定在95%以上。在九年義務(wù)教育階段，因貧輟學(xué)的人數(shù)降至零。在抗擊新冠肺炎疫情的過程中，我國領(lǐng)導(dǎo)層采取了一切行動(dòng)拯救人民的生命，沒有放棄任何個(gè)人，并為新冠肺炎確診患者承擔(dān)了全部醫(yī)療費(fèi)用。

From Oct 26 to 29, the Fifth Plenary Session of the 19th CPC Central Committee in Beijing discussed the country’s 14th Five-Year Plan (2021-25). The next five years will usher China into a new phase of development, Xinhua noted.
10月26日-29日，黨的十九屆五中全會(huì)在北京召開，全會(huì)審議通過了“十四五”規(guī)劃建議。新華社指出，下一個(gè)五年規(guī)劃將引領(lǐng)中國進(jìn)入新的發(fā)展階段。
