導(dǎo)讀:半份飯、小份菜,拒絕“剩宴”。12月22日,反食品浪費(fèi)法草案提請(qǐng)十三屆全國(guó)人大常委會(huì)第二十四次會(huì)議審議,不久的將來,厲行節(jié)約、反對(duì)浪費(fèi)將以專門法的形式,走進(jìn)我們的日常生活。

當(dāng)你和家人外出吃飯時(shí),你是否曾注意過,你們通常會(huì)點(diǎn)幾道菜,又會(huì)剩多少菜呢?將來,你或許會(huì)因剩飯剩菜而被罰款。

A draft law on preventing food waste to ensure food security was submitted for its first reading to the session of the Standing Committee of the National People’s Congress (NPC), held from Dec 22 to 26.
在12月22日至26日召開的全國(guó)人大常委會(huì)會(huì)議上,為維護(hù)糧食安全的反食品浪費(fèi)法草案首次提請(qǐng)審議。

The draft law says that restaurants should remind customers not to order too much. The size of each dish should be explained clearly and a smaller portion should be available. If customers leave too much food, restaurants are allowed to charge for food waste.
草案規(guī)定,餐館應(yīng)提醒消費(fèi)者不要超量點(diǎn)餐,每份餐食應(yīng)清楚標(biāo)明分量,且應(yīng)提供小份餐的選擇。如果消費(fèi)者剩菜過多,餐館可以收取處理廚余垃圾的相應(yīng)費(fèi)用。

Besides, catering service providers may face a fine if they encourage or mislead consumers into ordering too much food which causes waste.
此外,如果餐飲服務(wù)提供者鼓勵(lì)或誘導(dǎo)消費(fèi)者超量點(diǎn)餐,造成浪費(fèi),可能會(huì)面臨罰款。

Food waste has been a problem across the world. According to the Food and Agriculture Organization of the United Nations, about one-third of the world’s food – 1.3 billion tons – is wasted every year. In China alone, 35 million tons of food ends up in landfills every year, with about 12 percent of the nation’s harvests going to waste along the entire production chain, CCTV News reported.
食物浪費(fèi)已成全球性問題。聯(lián)合國(guó)糧食及農(nóng)業(yè)組織數(shù)據(jù)顯示,全球每年約三分之一(約13億噸)的食物被浪費(fèi)。據(jù)央視新聞報(bào)道,僅在中國(guó),每年就有3500萬(wàn)噸糧食最終被送往垃圾填埋場(chǎng),全國(guó)糧食產(chǎn)量的12%會(huì)在整個(gè)生產(chǎn)鏈中被浪費(fèi)掉。

The draft law is a crucial move toward fostering a frugal attitude toward food. It is expected to provide a long-term legal system of better rules on daily catering and food consumption, according to China Daily.
這部草案是倡導(dǎo)節(jié)約糧食風(fēng)尚的重要一步。《中國(guó)日?qǐng)?bào)》報(bào)道稱,該草案有望提供一個(gè)長(zhǎng)期的法律體系,能夠更好地規(guī)范日常餐飲和食物消費(fèi)。

In fact, many measures have been taken against food waste already. For example, the “Clear Your Plate” campaign has been launched online and offline. Many users share photos or videos of empty plates after finishing their meals on social media platforms such as Sina Weibo.

In the canteen at Jiangxi University of Science and Technology, free fruit is given to students who finish their meals. Sun Zhenyao, 15, from Hefei No 1 High School, Anhui province, received cash incentives from one local restaurant. “We can get 5 yuan for each empty plate. It’s fun and useful,” he said.
